Wahlnglon, Mtrch 29. What sort of
bread-ndbutter efficiency training- do
the ducatlonal system of this country
offer the young workman who wanta
to better himself by going to an In
dustrial achool out of shop hours?
This Question Is touched on by Charles
; R. RlchanJa, director of Coopar Union
for the advancement of aclence and art,
New York city, In a publication Just is.
sued for frea distribution by the United
, States bureau of education. Mr. Rich
ards finds that Just now evening schools
hava the most pupils of this sort, but
points out tha advantages which would
accrue If America should follow the ex
ample Qf Germany In allowing workmen
to get off in the daytime without hav.
tng their wages docked, in order to raise
their efficiency by attendance at an In
dustrial school. . !
. t)r. RIohardssays In part:
"Evening schools represent tha first
form of industrial education in this
country, and they reach today by far
tha largest number of Individuals un
der instruction in this field. As a
.means of supplementary lntructlon in
mathematics, : science, drawing, ; and
technical subjects they present a simple
and effective method of Industrial edu
cation, at least for young men above,
'. "y, II. years of age.
t Germany Bas Good Plan.
"Evening . continuation schools were
for half a century tha backbone of the
German system of industrial education.
Today that couritry is coming to a
,' realization that tor students between 14
and IS the evening is not the best time
for instruction, and she Is bringing the
work oi her continuation schools into
the day period. 'It will naturally re
quire a considerable time for this coun
try to reach the tame point and to bring
about a general agreement among manu
facturers to allow learners in their es
tablishments to attend industrial im
provement schools during working hours.
"The positive benefits that result
when such a plan is followed, and the
, nose correlation that Is made between
the work of the shop and that of the
classroom, have, however, been ; so
strikingly shown that this system of in
dustrlal education deserves to be In
creasingly studied by both employers
mna scnooimen. when the time for at
tendance upon the achool work Is arrant
ad to apprentices or other learners by
( employers and the wages continued dur
ing this period, the economic problem
Tor the boy is solved. Inasmuch as the
publlo school is hot called upon to sup
ply the costly equipment for practical
work, but only , that instruction spe
cifically fitted' to the teohnlcal needs
oi the learners, the administration ex
penie is reduced to a minimum.
"In its bee-lnnlnar such nian la i
flently most readily applied in cities
ana otner localities where the concentre
"un iu lugngraae industries gives s
Urge r.unitr c? srrrex.t'ces or karr.ers
In a comparatively few lines."
Other typa cf schools whk.h occupy
Important places la Industrial training
in this country are the intermediate in
dustrial or preparatory trade schools,
the trade school, the evening school, the
part-time school, and the corporation or
apprentice school. These are alfo dis
cussed by Mr. Richards In the Bureau
of Educations report Dr. Richards
finds that the tionomlc factors Involved
in the conduct of these schools are of
two kinds; first, the cosfof the com
munity of running the school; and sec
ond, the cost to the pupils of attend
ing the schools. "Of these," says Mr.
Richards, "the second Is probably the
more important in determining practical
posaiDiimes ot,a school type." - - .

A Preventive of Tea Kettle Scale '
Every housewife who. Uvea whew
water is hard, knows how the lime ,
and other salts form a coating on the
inside of the kettle. This may be
largely prevented, and the outside of
the teakettle kept free from soot and
grease, by washing thoroughly inside
and outside every day or so, with hot
water and Gold Dust
The hard lime and other salts are
dissolved by the Gold Dust and the
inside of the kettle will be kept
smooth much longer if thus cared
for. Be sure to rinse thoroughly
with clear, warm water, then refill
with cold water for heating.
