buys a spring suit must pay at least
nine separate taxes on it. She sug
gests that there is only one way to
remedy such conditions that Is, through
state and federal constitutional amend
ments in favor of the land value tax.
President Taf t celebrated Washing
ton's birthday by a pilgrimage to Mount
Vernon, with a stop at Alexandria, Va.,
where he sat In the chair that the first
president used 'as the first master of
the Alexandria Lodge of Masons. He
placed a wreath of white roses and car;'
nations on the tomb of Washington.

Monroe J. Palmer, a mill employ,

tally wounded his wife as she, lay in bad,
shot and Instantly killed Airs. Mazle J.
Carr, his Wife's companion, and then
shot and killed himself. Palmer, who
had been drinking heavily, waa enraged
because his wife had begun a suit for
divorce.

The central China famine relief com
mittee reports that the suppression of

day In the arrest of an American tour

plan for the arrangement of 'grounds
and buildings of the Panama Paclflo
International exposition Is completed
today. The general plan calls for an
esplanade along the waterfront at Har
bor View, backed uy agreat avenue and
garden laid out parallel to Chestnut
street, and extending from end to end
of the site.
The court of honor, running north and
south, will open on the esplanade at
the water's edge on the north. There
will also be a series of secondary and
smaller courts.- . .
Each court will represent a continent
or geographical division. In the center
of each court will be a statue commem.
