C6rdova, Alaska, Sept 9. Ono finds
the views of Alaskans on what should
be done for this territory as divergent
as. the opinions of people back in the
states. Up to the time I reached Cor
dova, the consensus seemed to be In
favor of territorial government. In
Ketchikan, the most southeasterly town
In Alaska, In Wrangell, next town to
the north, In Juneau, the capital of the
territory; In Skagway and Sitka, the
former capital, opponents of home gov
ernment were hard to find. I went
from store to store, talked with men
In all walks of life in those towns
not all of them, but many and it
appeared to .be well nigh the unani
mous demand that congress grant them
territorial government.

elsewhere. I would not Jiimp" to con
clusions, bat one cannot avoid the Im
pression that few men who are close
to the syndicate favor territorial gov
ernment. Not all who oppose that form
of government are allied with the syn
dicate; some of them are free as the
air, and honestly believe that Alaska is
not prepared for self-government.
Bold Would Be Weakened.
I am told by many Alaskans that the
hold of the Alaska syndicate would be
weakened if territorial government were
granted. Probably that would be true.
It would apply .most Importantly to
questions of taxation. At the present
time, the Copper River A Northwestern
railway pays $100 a mile taxation an
nually, or something less than $20,000.
It is a property which cost about $1$,
500,000. The $20,000 is slightly more
than one tenth of one per cent; or a
little more than one mill taxation. Man
ifestly, that Is not burdensome. Yet
R. J. Boryer, attorney for the com
pany, cited that as an Instance of un
just taxation and as heavy.
Under territorial government the road
would not escape with $20,000 taxes a
year. Probably it would pay several
times that amount. The road has been
given Its right-of-way, has located val
uable terminals, and now owns the only
railway to the immense copper belt of
the Chttlna and contiguous districts. It
is hauling freight, and soon will be a
paying property.
If Alaskans had the power to deter
mine their own tax rates, probably they
would ask the railroad to bear a larger
share of the burden of government. The
other properties of the Alaska syndicate
doubtless would likewise bear their pro
portionate share of the tax. Under ex
isting laws, practically all businesses
must pay the annual business or occu
pation tax. The mall concern does not
escape. It Is not to be questioned that,

Read Tax Obnoxious.
The head and business tax laid upon
the smaller -operator is exceedingly ob
noxious to the Alaskan. He objects to
it as something different from the tax
ation Imposed In other localities of the
United States. It Is a tax on Industry,
purely and simply.
In other ways, the syndicate and its
allied Interests might feel, the effects of
the shift of a part of the governing pow
er to the people here; for as It 1 now,
it is ncessary to go to Washington, D.
C, for everything, and that Is expensive
not possible often for the average
man. Of oourse, only a portion of the
authority would be transferred here un
der territorial government, but. taxa
tion measures probably would be deter
mined here. The large business interests
are able to maintain their lobbies in
the national capital and to send there
their representatives at will.
It is at too long range for the aver
age man to procure representative ex
cepting through the territorial delegate,
and Inasmuch -as he has no vote, and
his, constituency so scattered, he is
hampered seriously.

criticism that will have a tendency to
perfeot the system that the commission

Central Bank Wot, Applicable,
"The commission has found that a
oentral bank, while answering the pur
pose perfeotly in smaller nations, would
not meet the requirements in the United
States. This because of the great dif
ference In the banking laws in the vari
ous states. If all the state had a uni
form banking law then a oentral bank
would solve the problem."
Mr. Bonynge. went briefly but con
cisely into the history of American
banking up to the present time. There
are about 25,000 institutions in the
country, practically each for itself. He
drew a brief outline of the many causes
that lead to financial panics, chief
among them being the lack of provision
for redlscountlng commercial papers.
In times of shaken publlo confidence
the banker, he explained, Is unable or
unwlllng to protect or accommodate
his customers, although they may be
perfectly solvent for the reason that
this same banker has no means W hereby
to rediscount the papers. He nal1 It
leaves every bank for itself, as in 1907,
when In many parts it became neces
sary for them to issue clearing house
certificates to tide over the difficulty.
System at Fault.
The fact that this was done, suc
cessfully, but not strictly legally, he
pointed out showed that the fault lay
with the banking system and not be
oause of the lack of wealth or re
sources. In explaining the plan soon to be
submitted by the National Monetary
commission he said that It provides for
organization of local banks, district as
sociations and the head body, the Re
serve Association of National Banks.

membership is not at all compulsory.
However, he believed every banking institution-would
soon see the benefit of
being affiliated with the organisation.
Bach local association would be com
posed of 10 banks with an aggregate
oapital stock of $6,000,000. The local
associations would be organised Into
15 district associations which would be
represented In the parent body.
Offloera in Charge.
This association would have 46 di
rectors, six government officials from
departments connected with the treas
ury, IS selected through the district as
sociations, 12 voting representatives se
lected by the district associations and
12 elected from the commercial and In
dustrial life of the nation to be se
lected by the directors already chosen.
This, system, he said, would positively
keep the organisation free from control
of any clique or faction, politically or
otherwise.
Mr. Bonynge then explained the re
spective functions of the local, district
and national associations. He said or
ganization would in no, way alter the
present system of transacting business.
Things would go on as they do now,
each bank and Its officials having com
plete control of Its own affairs.- The
national association would transact no
banking business, but would simply act
as an agent for the government. Any
local bank owning stock In the organi
zation would have the privilege of re
rllscounting cbmmerclal papers In the
district bank, redlscountlng being con
fined to such papers as are oonsldered
absolutely safe.
An amendment suggested by the
American Bankers' association, to the
plan proposed by the commission, pro
vides that any state bank having the
same reserve as a national bank may
be entitled to subscribe stock In the
association. This provision overcomes

A more elastic currency system is al
so provided for, the banks to have the
privilege to Issue notes, as have banks
in all other great nations of the world,

notes must be secured by a reserve of
88 1-8 per cent, the balance to be se
cured by commercial paper.
Hot Honey Making Plan.
Mr. Bonynge explained that the or
ganisation would not be a money mak
ing proposition because all interest
above a certain percentage would go to
the government, the whole Inducement
of making money being removd by
limiting the percentage of earnings.
A very Important matter to the peo
ple of the west and the south, said Mr.
Bonynge. Is the fact that plan provides
that the rate of rediscount shall be
uniform all over the country.
In conclusion the speaker said the
plan contains nothing revolutionary:
that It will only mean the Improvement
of the existing conditions by building
around what the banks already have.
If the commission's report Is adopted,
he said, there will remain no good rea
son for any business man to go Into
bsnkruptcy if snlypnt.
The tax on redlscountlng would serve
ns a warning signal, and the public
would at all times know exactly the
financial conditions of the country by
watching the rise or fall of this tax.
