"HIE RULE BILL"
Concerning Attorney General

says: "That amendment vesta the legal
voters of every city or town with, au

There la a serious question here be
cause jha power to license, regulate,
control, etc;, . in, the amendment,; comas
after ther clause, "Subject to the conall.

of - Oregon' Tha lntentlonswms to be to

'The lesral voters 6f evnrv ritv anil

enact ana amena tneir municipal char
ter, and the exclusive power to license,
regulate, control or suppress or pro
hibit - ths sale of intoxicating Uo.nors
therein Is Tested in suon municipality,
subject to tha constitution and criminal

attorney general says? "Then it vasts
in tha city council, or ' in the people
through tha city oounoU,1 the exclusive
power to control and regulate or pro

It would be a sad day for our' cities
when theia councils ara made tha ob

and distillers.' political corruption of
tha rankeat and moat rotten kind would
be the result. Ara the rotors willing
