ing Inspector. Although a permit has
not been applied for, all of the details
connected with the building of the
structure have not been arranged, but
it is not doubted that the improvement
will be made In the next few months.

Hereafter the Portland Railway,
Light & Power company will be per
mitted to lay brick on the outer edges
of its tracks where these run through
a paved street The space between rails
will be paved with the same material
as the rest of the street Instead of with
Belgian blocks- as- heretofore. Permis
sion to make improvements in this man
ner was granted to the company by the
street committee: on the recommenda
tion of the city engineer.
The railway company's request for an
extension of time in which to complete
its underground electric system was
also favorably acted upon by the com
mittee, which recommended that not
only this company but others affected
be allowed a two year extension.

BUSY AT ALBANY
Albany, Or.. Aug. 21. Preparations
for paving Iyon street began this morn
ing when a gang of men began raising
the streetcar line four, inches to the
proper grade. The company has asked
the Southern Pacific company for per
mission to extend the ; track several
hundred yards nearer the union depot.

Tests recently made by the United
States geological survey of the firs re
sistive qualities of the various , build
ing materials showed that the old re
liable brick, tha material out of which
houses have been oonstructed since the
Egyptians and Chaldeans first learned
to bake mud bricks In the heat of the
sun. Is still the safest and best build
lng material known to man. ,
These tests were made under circum
stances most favorable to developing
Just what amount of heat, brick, natu
ral stone and ooncrete will stand, and
the result was a complete surprise to
the trained minds at the , head of the
United States geological survey.
The report filed with the chief or The
geological survey stated that the condi
tions of the tests were unusually se
vere and that none of the materials
pressed perfectly, the temperature used
being much greater than that expected
In an ordinary fire. The one thing most
clearly demonstrated by the tests is the
low heat transmission rate of Portland
cement mortars and concretes, this be
ing one of the essential Qualities in
materials Intended for fireproof con
struction.
Brick withstood 'the severe tests bet
ter than the other materials. 50 per cent
of new brick being split by. while 60 to
70 per cent of the old brick came out
without damage. . The Kydraullo pressed
brick stood the test better than the
sand-Urn brick.
Natural building stone of several va
rieties was tested and all were so se
riously damaged that no comparison of
their firs resistive qualities was made
in the report.1 :
The results on hollow concrete blocks
showed that while the strength of the
webs Is sufficient to withstand the heat
of any ordinary firs and the eubse
quent quenching with water, when put
through tne severest tests there is
danger of the webs splitting.

in Spokane, but permission was refused
Mr. Brereton. to pass It among the dele
gates, the reason . for this action not
being vouchsafed. In the book Mr.
Brereton advocates the driving of wells
and the using of the bountiful subsoil
waters of the Willamette basin for Irri
gation during the months of June, July,
August and September when the rain
fall can not be depended upon. It makes

forest rangers are a' thoroughly ' dis
ciplined and skillful body of men, and

tion, the big timber Interests have en
gaged and sent out-from Portland crews
of several hundred ,men to watch the
various forests of the state. These
men make it practically certain that
no fires can get' sufficient headway
to do material damage - to the . state's
great resource. ,
"Fire Is the ' greatest ' enemy of the
tlmbermen," was the . statement made
this moring. "It- has ahnuallly des
troyed an amount of timber beyond cal
culation, and Oregon has suffered bil
lions of dollars loss . from this cause
aione. now that the timber has been
oougni up at nign - prices and 4s be
lng held for the mills, the tlmbermen
and mlllmen have to carry tremendous
risks, especially at this season of the
year. But there need be no alarm among
me smaii noiders, 'who tear having
their earnings wiped out by fire. Hun
dreds of active, carefully instructed
men are In the forests of Oregon,

three months of - July. August and

posts.
"The way they stoi fires Is with
spade. . Water Is needless. Every forest
fire - starts from some spark or small
blase. - With . the present number of

tically impossible for such a fire to
gain any headway before the watchers
would find it and put it out by pll
earth on it. - .
Some may wonder that the timber-
men should, spend so much money In
prevention. But It must be understood
that the Investment in Oregon timber
is immense, insurance cannot oe got
except at prohibitive rates, and yet th
owners cannot afford to run risk of
loss. So they have adopted thls-system
of adding to, the force of forest rangers
by a number of men sufficient to assure
speedy extinguishing of any fire what
ever. Th homesteader and small owner

he big companies. Oregon will likely
save over a million dollars this year
alone through the work of the mucti

Other mlllmen call attention to the fact
that all dangerous nres start not in
the forest, but In slashing. Owing to
the dampness of the climate It Is prac
tically Imnossihle to start a fire In any
of the big forests and the f ire fighting
crews have thus -only to surround the
larger - bodies of timber and keep any
slashing blazes from creeping In. In
the eastern forests, however, the heart

. "The system Is to have one man- to
every 6000 acres," It Is explained by one
of the heavy holders. "This land is
worth from $75 to 200 an acre. We
pay the man 17$ a month and he is
expected to keep on the trail along the
ridges and watch his section with the
