In a' keehlv ironical denunciation of what he terms the "stultified" record 1 of the civil service commission, T. G. Grhe, chairman of the police com mittee of the executive board, yesterday sent In a report to the board on the. claims of four detectives, Resins;, Day, Carpenter and Enow for pay from July, ISO?, to July.
