Norwegian Bark Skjold Pots Into St.
Vincent Badly Damaged,
v A message to the merchants exchange
this morning, dated St. Vincent, Cape
Verde Islands, April 20. states that the
Norwegian bark Skjold. from Antwerp
' to Seattle, has put In there for repairs
after a most trying experience In the
- Atlantic. '
In a series of -heavy storms the bark
rolled so fearfully that the cargo of
cement and general merchandise ahlft-
ed and broke the beams. For days the
vessel was at the mercy of the elements
with water washing over the decks. It
was feared she would go down any mo
ment and the sailors had to perform a
dangerous piece of work to Tighten the
careo. i
The message further states, that as
, repairs cannot be made at St. Vincent,
the surveyor recommended that the car
.j go be transshipped bv another vessel
and the Sklold placed In condition to
run In ballast to the nearest port
equipped for repair work.

hence bad made pretty good headway

SEVERAL COASTERS ARRIVE
Several steam schooners arrived here
this morning from San Francisco, all of
tnem Bringing more or less cargo. The
Johan Poulsen brought a quantity of
oariey. The Olympic brought general
merchandise, Jfa the Casco brought sev
eral Hundred barrels or asphalt.
After discharging her freight the Jo
han 'Poulsen will go to the mills of the
Inman-Poulsen Lumber company to load
lumber for San Francisco. The-Casco
discharged her asphalt at Couch street
. and went to the mills of the Portland
dumber company to . load lumber fur
San Francisco and the Olmpic is dis
charging general, cargo at Columbia
dock No. . For return cargo she will
load lumber at the mill of the North
Parlflo Lumber company for San Pedro.
The steam schooner - South Bay
cleared for San Francisco today with
600.000 ' feet of lumber, loaded at the
mills of tha .Portland Lumber company.

- The government dredge Clatsop, Cap
tain A. H. Carleton, reached the gov
ernment moorings at Llnnton last night
and thus completed the long voyage
from Newport News, where she was
built expressly for work on the Colum
bia river mil the hflVM of Orva-nn.
She made the long trip without seri
ous mishaps, and will be ready to begin
operations In the very near future. The
crew that brought her out will be dis
charged In a day or two. Captain
Carleton has been Instructed to return
to Philadelphia.

Should . the McKenna amendment be
adopted, the saloon business will e
revolutionised In Portland. An excise
board Is provided for and this- board
would have absolute Jurisdiction over
the traffic. Licenses, could be Issued
and revoked by the board at will. The
council would bave nothing whatever
to say In tha matter. .
. The new law would make a saloon an
unattractive plaoe for loafers. One of
the provisions prohibits chairs, tables
or any furnitUTe except a bar. In any
room where liquor Is sold. The en
tire Interior of a, saloon must be visible
from the street. -
Reslaurant are not permitted to ob
tain liquor liceneies. Any intoxicating
liquor procured by patrons of these
places must be "paid for on delivery by
the waiter and the liquor must be
brought in sealed packages or bottles
and opened at the table. This provision
would prohibit , the drinking of draft
beer in cafes. . i ' ';-
Under the proposed regime any cltl
sen who feels morally certain that
liquor is being sold illegally In any
building may. whether he has proof
or not, appear before the county court
and obtain a search warrant and with
the aid of the police raid the place.
Tha presence of liquor on the premises
is considered sufficient evidence of
guilt and the parties In) whose posses
sion It is found are fined not less than
$100 therefor. 7,

sweeping changes that would be brought
about by the passage, of tha McKenna

office in delaying the checking of the
petitions filed by the Gothenberg asso
ciation and those wh have been back
of that movement have been watching
the work of the office closely. It was

Mr. MrKenna recalls the Iisnnentnes
of two years ago when, during the Dev
lin administration of the auditor's nf-
ftt'a, some 700 names were stolen bodily
rrom ths -petition covering the same
subject submitted bv McKenna and hla
associates. It Is due to this incident
that 4he city auditor has been watching

east to Illinois, and another low pres
sure area has developed in the south
west, being .central mis morning over
northern Arizona. A large , high pres
sure area overlies the north Pacific
states, and the barometer is relatively
high over the Atlantic states.
Light snow has fallen in southeastern
Idaho and .extreme eastern Oregon.
Snow has also occurred in Montana,
the Dakotas, - northern Minnesota,
Wyoming and eastern Colorado. Mod
erately heavy rain has fallen in 'Texas,
Oklahoma and In tha lower Missouri,
Mississippi and Ohio valleys and also
in the middle Atlantic and New Eng
