National Rivers "and Harbors- congress,
calls the attention of the people of the
Paciflo northwest to the. importance of
creating an active sentiment in favor of
the rivers and harbors bill which la be
fore the present congress.'
As yet no action has been taken on
the bill, and it: has not been even prop
erly .prepared. In case it falls to pans
all. construction work on the Columbia
and Willamette rivers, including dredg
ing and jetty work at the mouth of tha
