Berlin. Dec 26. In order to justify
the Incarceration of Klnff Ludwlg II of
" Bavaria aa a madman, a remarkable r
pon made by the Bavarian cabinet to a

From his earliest childhood' the king;

try houses for months at a time, and
when he returned to the Munich castle
regarded it as a prison. . .
At court banquets the king believed

Insisted upon being hidden behind banks
of flowers. The music had to be of a
thunderous character, and when It was
not loud enough the king would strike
the floor violently with his sword. Ie

His majesty was once seised with a

most childish games. He once feasted
the boys in the Turkish room of his
superb palace of Linderof, built on the

sociate with anybody except servants.
In the last years of his reign he gave
no court dinners and no audiences, and

to suffer in many ways from the king's
taprices, was dispatched to the late
. Prince of Thurn and Taxis in search of
a loan, while another personage was or
dered to. Vienna to attempt to obtain
"an advance of money from tlje Austrian
emperor. In fact, definite orders were
given that funds should be sought In
almost every capital of the world, in
cluding Constantinople and Teheran. The
f king even ' commanded that an envoy
should be sent to Brarll for this pur
pose. He also ordered the formation of
robber band to break Into the banks
or 'Stuttgart, Berlin, and Paris. and,
carry off for him. their stores of-bul-j
Hon. At the same time, four members
, of his entourage- were instructed each '

. Another peculiarity of -the king was
Ms devotion to Inanimate-objects. He
never-passed a particular tree on "the
whores of the Btranberg lake without
raising his hands In the gesture of

stood a marble pillar, which the monarch
always touched when he passed It, and
r which he embraced affectionately when-
ever he left the place on a prolonged

Dewey celebrated today his seventy
first birthday at his home. An acute
: attack of sciatica held the veteran sea
fighter fast to his chair and he could
receive but few callers, but he was
flooded with remembrances from a host
of friends throughout the country.
The admiral keenly regretted his all-
ment. Last year he entertained on this
occasion the president and other guests
and two .vearg ago he was at dinner at
the White, House. Formerly the men
who were with him in the fight at
Manila bay called to celebrate with the
commander and he was one of thet most
enthusiastic and joyous of the gathering-
