Business Men of Oregon
Will Make Fight Against
" Trust in Legislature.
On of the bis; battles of the coming
legislative session will be that between
the business men of Multnomah coun
ty and of the state, on the one side, and
the Insurance agents and the Insurance
companies ' of the so-called insurance
trust, now eontroling things In Oregon,
on the other. 1 "
Business men who have large rinks
to protect do not like ths existing in
surance law, which requires all Insur
ance companies doing business in the
state to make a deposit Of $60,000 either
in cash or In accepted . bonds, before
the company is allowed to do business
"in the state. -
It ts argued by these men that there
are 67 companies doing business In the
state out of a multitude: of good com
panies which might come In, provided
the prohibitory deposit were not re
quired. It is also oint4 out that there
are but three states in the , United
States which have a deposit law and In
both of these the deposit is 1 10.000,
.while In Oregon, it is five times that
amount. : 1 .
The business men point out that as
a result of this the larger business men
Of the city and county and of the state
have to send outside for the Insurance
on their business holdings and prop-

will send 1100.000 in policies to Liver
pool on the first of the month.
Business men of Portland are pre
paring to make a united fight In the
legislature for the amendment of the
present Insurance law. It is desired to
reduce the deposit of 850.000 to a rea
sonable figure. An insurance commis
sioner will be created, if the plans of
these business men prevail, whose duty
it will b to make continual .record Of
the companies doing business in the
state, and make public the actual con
dition of each for the benefit of the
people. One provision will also limit
the amount of liability any company
may assume.
It is expected that Representative W.
J. Clemens will father the insurance
bill. His knowledge of the Insurance
business and his experience in meeting
the conditions existing In the state are
expected to make him a valuable expo
nent of the measure when it comes up
for consideration.

FOUND QtTILTY
Antonio Petrasso, the Italian charged
with the murder of a fellow country
man named Vincenso Desantls, was found
guilty of manslaughter by a circuit
court Jury late yesterday afternoon. The
trial had been dragging on for a week,
owing to the fact that most of tho
"witnesses oould speak no English and
their testimony, had to be submitted
through an interpreter. Petrasso shot
Desantls after a wedding sapper where
both became Intoxicated and Petrasso
ciaimea mat Desantls attacked him and

Edwin Latell's first stage work was
as a talking monologuist, and the mu
sical interpolations came later, when he

ning oompany has tightened Its .grip
on Catalina island, which has been de
clared an open port by tha courts, nd
It is understood -expects "to make it
again a closed, private domain, on which
none may set foot except from the Ban
ning boats. This step was taken at a
secret meeting held at Avalon between
property owners and Banning officials,
where an odd agreement was reached.
This provides that an executive com
mittee or board of directors will have
practical management of affairs, repre
sentor a freenolding company formed
for governing the island.
- The supervisors are to be requested
to vacate ths public highways on Cata
lina, although considerable publlo money
has been' spent on them. This will
gain give the Banning company a mo
nopoly of the transportation to and
from the Island. The ' Banning com
pany is to pave the principal avenue
with asphalt, establish a good lighting
system, keep a full band at Avalon the
entire year, and allow amusement, con
cessions heretofore . prohibited. The
freenolding eomnany is to receive the
money paid as licenses and maintain the
streets, but the Banninga will maintain
sewers and fire, protection and provide
a water system,: i
