' Balem, Or., Dec. 22.-rOne million six
hundred an4 seventy-five thousand dol
lars la it total Approximate amount of
revenue to b raised for state purposes
for 1909. Four hundred thousand dol
lara nf tha sum will be derived from la
direct-sources, leaving $1,975,000 toe
apportioned among the several counties.
This amount is 12,000 greater than
the levy last year and $250,000 greater
than the lew two years ago. The ln-
create this year Is due in part to the
holding up of the University of Oregon
appropriation bill last year, by reason of
which the levy for 1908 was at the rate
of $47,600 per year, as provided by laws
then In existence. Since the appropria
tion bill has gone Into effect, carrying
an appropriation on ting uacn vo Janu
ary 1, 1907, it will be , neoossary, in
making the 1909 levy to include a unl-
versnv nr orocon aeucu oi bduui jou.-
000. The 1909 levy will include $100,000
for the nnrhaHB of'th Oresron City
locks. Should the legislature repeal the
locks appropriation Dili, tnis tiuu.uuu
will be in the treasury subject to appro
priation for other purposes. One in
stallment of $100,000 has already been
j 9 Yf Qd
The" levy will not be made until early
In January, 1900, but the total amount
here indicated, i,Z7B,ouo, is eiose enougn
to the actual amount that will be levied
so that county courts may act upon it In
computing their share of state taxes.
Already a number of counties have been
anxiously inquiring what the state levy
will bet, Under existing .laws, the ap
portionment among the counties will be
maae at a rixed ratio wnicn nae Deen in
lorce a number or years.
Hood Hivef-Waioo Problem.
In making the apportionment for 1909
the state board will be confronted with
the problem of. making an apportion
ment betweert Hood River and Wasca
oountles without any law prescribing
now tne apportionment a nan oti mans.
j lie act creating tiooa Kiver county con
tained no provision upon this subject
The state board passed the question up
to the attorney general and that official
has advised the board to divide the
Wasco county ratio between Waaco and
Mood Kivor in proportion to assesses
valuations.
, .Thus the law prescribing the ratio bf
apportionment or state taxes requires
that Wasco county pay .0234 of the
whole amount. But since then Hood
JRiver county has been carved out of
Wasco. The assessed valuation of
Wasco county is now $5,927,946 and
that of Hood River $2,870,280. Dividing
the apportionment accordingly. Wasco's
new ratio will be .0168 and that of
Hood River .0074. Though there is no
law expressly authorizing such an ap
portionment, the attorney general x-t
presses the opinion that this is equitable
and should be adopted. The board will
follow his advice. 1
, Each county can ascertain approxi
mately the amount of its share of the
state taxes for 1909 bv multiply ins:
1.276.000 by Its ratio. The ratios of
