In his lecture on "Either Despotism
or Democracy, Both In the Workshop
and at the Ballot Box." at the Masonte
temple last evening, Walter Thomls
Mills said: - - , -
"Despotism always rules by appoint
ment from the top down. Democracy
rules by election from the bottom up.
Under a despotism . every officer Is a
master. Under a Democracy every offi
cer is a servant.
In this country we have two gov
ernments. one a democracy, with its
headquarters In Washington, the other
a despotism, witn its neaaquarters in
New York. In this country we have
an industrial despotism existing in the
midst of a political democracy.
"Whatever form of government is to
be established and maintained either in
industry or in politics must prevail In
both.
"It is admitted that self-government
in tne industries is greatly to d ae
sired and would be ideal were it possi
ble, but then it is contended that any
effort to establish industrial self-government,
Instead of realizing a beautiful
ideal would result in doing inrinite narro
Instead.
'"If industrial democracy la to harm
society it must do so either by lowering
the grade and the character of the
workers, or bv producing a smaller or
an Inferior product, or by corrupting
the government. If society is injured
in none or tnese industries, men tne
last objection to self-government in the
workshop as well as at the ballot box

"The modern corporations have al
ready Russianized American Industry.
Just now there Is an effort to Russian
ize American politics, to use the public
authority of this country as blood

not exist in the workshop and very long
be kept from the ballot box. If it is to
survive at the ballot boxes it must be
extended to the workshop.' or. in the
words of Lincoln, "We shall continue
our losses until all of liberty Is lost."

. WORST PAVED CITY
Hassan Pavement Commanded by an
East Bids Besidsat.

of The Journal As a property owner
or t-oruana i ara intensely interested
in assisting in any movement whlcn
may change our city from what It is
generally coneeaeo to ne, the worst
paved city on the coast, to the best
Jtaved of all. Hence I have been fol
owing closely the actions of our city
council in this particular for some tlmo.
After attending the council meeting
last Wednesday I resolved to write a
few words regarding the Hassam pave
ment, which we are much In favor of
In our neighborhood, because it seems
to me there Is a peculiar and unfound
ed prejudice against It in some quarters
at the city hall.
To my mind no more perfect streets
have ever been laid in Portland than
those laid by the Hassam companv In
Holladay's addition where I live. They
F resent an appearance equal to the best
have ever seen in any part of tho
country. They are easily cleaned and
are hence sanitary. But right here I
Vrotest that after we citizens have put
n such streets it is a shame that we
should not be given a street cleaning
department adequate to keep them re
spectable. These streets I mention have
nver been cleaned. Further, Hassam
must be extremely durable from Its
construction. I believe it ' will last
twice as long as other smooth pave
ments laid in Portland. It Is also very
gritty on the surface. It Is praised I
without stint by automobillsts and the 1
teamsters I have talked with say it!
is by far the best from all points of'
view. Now beside all these points It
Is far cheaper than any other pavement ,
and there are no extra costs, neither
drain tiling or brick gutters. The Has
sam companv stated the cost to the
property owners and did what they said
they would In every particular.
These are facts which I have gained
by personal observation and Inquiry.
Therefore I cannot see why anyone
Knowing sucn 10 do me case can be
honestly prejudiced against . Hassam.
There are hundreds of others who like
myself hope to see Hassam given a
square deal and be more extensively
used, for we believe It to excel In every
way any pavement in Portland. Thank

Portland. Dec. 11. To the Editor of
The Journal In the columns of your
paper of last Sunday there appeared an
article stating that the Incorporated
State Spiritualist association of Ore
gon had severed its connection with the
national body and also giving the name
of Sophia B. Seip as president and Belle
M. Haviland as secretary.
Now jb a matter of fact the records
show that the first act of the state as
sociation was- to apply for a charter
from the National Spiritual association.
After passing that motion it was moved,
seconded and carried to incorporate un
der the laws of the state of Oregon,
thus making the Oregon state associa
tion an incorporated body under the
charter granted by ' the National Spir
itualist association.
Mrs. Seip and her associates were
found bv the president of the National
Spiritualist association to be holding of
fice without a legal quorum and were
ordered bv the president to transact
no further business until matters could
be arranged in accordance with the by
laws Ol ine ' nauonai niumuui
ciatton. which order Mrs. Seip refused
tn nhv President Warne then ordered
steps taken lh court, the writer being
missionary at large for the National
Spiritualist association, was plaintiff In
the case, which ended In expelling from
office seven members of the so-called
state board of officers. "
K writ was served on Miss Seip for
the books, seal and all property of the
state association and the incorporation
papers were distinctly mentioned In the
writ.
The court entered a decree In favor
of Attorney Yankwlch and J. E. Trigg
tinder the power of attorney granted to
ithem and the state association organ
ised by them Is the one entitled to the
Incorporation papers given to the stata
association by the state of Oregon.
Mrs. Mary Congdon Is tha state presi
dent and Emily I 'Driscoll secretary of
the chartered and Incorporated associa
tion or uregon.
