newest thins in the way of service
monthlies seeking; the favor of the
public, has issued' an attractive pros
pectus In which is outlined the aim and
scope of the enterprise. As is indi
cated by its name, the matraiine will
be devoted to the Interests of the United
States postal service tind its employes.
Indianapolis is to be the place of pub
lication of the new monthly. Its pro
moters promise that tne many nterest
ins features of the postoffice depart
ment will be treated in an instructive
manner In articles contributed by of
ficials and employes of the department
An effort will be made to Dlace the
publication in the hands of as large a
number as possible of the business
men of the country, that they may
know more about the workings of the
postal service ana at the same time

Conrad Qreen has applied to Judge
Webster in the county court for letters
on the estate of J. L. Thomas, who was
an intimate friend and lived at his
house previous to his death on Decem
ber 4. On November 27 Thomas drew
up In lead pencil a document in which
he expresHed a wish that Green shall
take charge of his estate, and directed
thatthe proceeds should go to his broth
ers in Wisconsin. This document was
witnessed by Marie Kaufman and Mar
tha R.. Sampson, but does not purport
to be a will and cannot be so con
sidered. The property la worth about

The largest number of singers that
have so far attended sane at last
night's rehearsal of the Portland Fes
tival chorus, and at a business meeting
afterward held under the direction of
President Frederick W. Goodrich bylaws
and a constitution were adopted, pro
viding among other matters that the
annual clues snail be Jl and that orn
cers shall hereafter be elected annually
at a meeting to be called on the first
Tuesday night in October. At the next
meeting of the chorus Tuesday night
at Ellers hall. Park and Washington
streets, three members to complete the
executive committee will be elected.
G. H. Tucker, despite his failure to
obey an order of the Juvenile court to
pay I5 per month for the support of
nis nine year old aaugnter, was given

yesterday afternoon. The order was
made in August and Tucker was de
cidedly surly in his attitude. He was
allowed three days in which to pay
up for the last three months and if he
falls to pav $15 by Friday he will be

was convicted of treating his child
cruelly and the little girl was given
into the care of her grandparents.
The jubilee for members of the T.
W. C. A. is to be held this evening at
tho new Home, corner Seventh and Tay
lor streets. At this time the rainbow
contest which has been taken up by
some of the churches will terminate and
prizes will be awarded. A chorus un
der the direction of Miss Louise Hell-
man will furnish music. All friends of
the association are asked to be present
tonight and at the other exercises, Fri
day afternoon and night; also at the
dedicatory services Sunday afternoon
at 3 o ClOCK.
I. M. Belghly of 321. Fifth street, has
asked the police to aid him in locating
his 13-year-old son. Homer, who ran
away from home a few days ago. The
boy is said to be Incorrigible, and is
persistent in staying away from home.
About six weeks ago he ran away, but
was found at the union derot bv Pa
trolman Hlrsch and returned to his par
ents, who say that if he is found again
they will turn him over to the Boys' and
uiris- Aid society.
The police are looking for Aaron
Ridge, a horse thief, who escaped from
tne penitentiary at saiem, last Monday,
and is thought to be in this city. Ridge,
who is but 20 years of age. was sen
tenced to an indeterminate sentence in
the state prison last May, and it was
while working as a trusty around the
prison yard that he escaped. The Salem
authorities have offered a reward of
150 for the apprehension of the escaped
convict. He was convicted of stealing
a norse in umatiiia county.
J. M. Stucky, as guardian for Jacob
Htucky, who is insane, has begun suit
in the circuit court against the
Southern Pacinc ror JZo.OOO damages.
He alleges that his ward was made in
sane by being struck by the swinging
door of a moving freight car, Jacob
HtucKy peing tnen employed as a section
hand. The accident took place June

a jury In Judge Cleland's department
yesterday afternoon to find Tom Kchock
guilty on the charge of contributing to
the delinquency of violet Harris, a nine
year old girl. He will be sentenced
Saturday morning.

By New Charter Clause
Council May Put Ques
tion Before People.
The charter commission last night
adopted a resolution which provides that
under the new charter. If it Is adopted,
all public utilities and franchises shall
be submitted to a vote of the people.
F. V. Hoi man, of the Portland .Railway,
Light A Power company tried hard to
have this part of the franchise com
mittee's report cut out, but he was
unsuccessful.
Municipal ownership of utilities and
franchises at the expiration of the terms
for which they are granted was frowned
on by trie commission, It voting eight
to six against the report that the ques
tion of whether the city shall buy the
plant and system held under any fran
chise shall be submitted to a vote of
the people. A substitute waa adopted,
the council being given the right to
say whether or not the people may vote
on the municipal ownership proposition.
The report of the committee that a
sinking fund for the redemption of
bonds at maturity shall be created
under the new charter was referred
back and the committee was enlarged by
the addition to its personnel of T. li.
Wiloox. Final report on the sinking
fund clause will be made at the next
meeting.
E. M. Lazarus and E. F. Lawrence
asked that the new charter contain a
provision for an art building; commis
sion to be headed by the mayor. The
request was referred to the committee
on public libraries and health.
