tried the apron company, hoping against
hope. I worked until my fingers were
nearly raw at the ends. It was the
one secret the one air castle of my life.
But It failed. My dollar is gone. It
Just seems that I can't get along I
never could."
Many of the women say that they
are hard workers and had invested In
the scheme, all with the same hope the
anticipation of making a little pocket
money for Christmas. These letters ar
all to be retained by the officials as
evidence against Von Nelda in the event
ij tnat ne does not plead guilty to the

Appeal to "Come Ons."
Von Nelda' s "come on" letter sent to
the applicants In answer to the adver
tisement has an elaborate heading and
Is cleverly enough worded so that few
of the appllcanti. if any. ever get away.
"Highest bank and commercial refer
ences, city salesrooms, Marquam build
ing," in printed at the top of the sheet.
According to the "come on" letter the
apron company are the "manufacturers
of the highest class of ladles', children's
and men's aprons, children' w dresses, ki
monos, wrappers, bibs, etc."
"Would, say In reply to your letter In
answer to our advertisement that we
would be glad to have you take up the
. work, as we ar greatly tn need of as
sistance." the "come on" letter begins.
Then It goes on, after stating that the
materials are to be furnished, like thin:
"You are practically unknown to us,
X. now, but we will net require reference
with the application, as we feel that by
the time, we are ready to send goods
out In bulk we will be on ism-li terms
that1 virtually none will be required.
"However, until such time as wa en
roll you as a regular sewer, we ask that
you send us SI at the time you make and
send In application. This covers such
articles of ours as we shall place with,
you: necessary to carry on the work."
When the $1 is received the postal
agents claim that Von Nelda has been
sending apron material in return for
the- money, worth perhaps as ralich as
15 or 20 cents. The letter continues:
TThis Is not a payment for the po
sition Ynit U solely for the
purpose of protecting us against in
competent sewers. If your first apron
is net made according to Instructions,
it is returned for corrections.
Promises Bound Well.
"Our standard of work is not too
high: it is plain machine stitching
which can be done by any neat sewer
on any machine. An accepted sewer
will have a permanent position, and no
stipulated number of aprons In a given
period of time la required. We pay on
receipt of each consignment of made
aprons."
The "correction sheet" Is printed. It
was evidently written by a professional
fault finder who was an expert in the
apron business. These, sheets are sent
to the applicants after the first apron
has been received by the company and
when It does not meet the requirements.
This "correction sheet." the Inspect
ors say. Is the catch. The apron is re
turned and finally the victim gives up.

Following is a list of "mistakes"
27 of them In the work on the aprons:
Cleanliness not as dalntv and white
as necessary. Wrapped badly. Stitched
too coarse use finer thread. Greater
care should be taken In rounding cor
ners. Goods Inside of ovals Is puffy.
Lace rounding ovals should have thread
drawn. Have more fullness at points of
aprons in ruffle. Lace edging should
be sewed on wrong side of apron. No
raws edges. Gathers should have been
about 14 Inches. Ruffle heading not i
made as per instructions. The stitching
on right side made a nicer finish than
this. Very much smaller hems inside
of ties. Girdle Is not corect shape see
pattern. Only stitching top and bottom.
Little gatherings, bastings and tag ends
too prominent You did not follow In
structions In following tracings why
not? It Is very Important, as on this
depends the fancy work of the apron.
The back of flounce heading should be
a one stitching bound seam, taken from
the top piece, giving a smooth finish.
Then the aliening on the righr side
close to edge strikes a seam tn back
about the middle, giving a very neat
appearance. Felled finished seams.
Pocket must be on right side. Lray ties
In small plaits. Lay ruffles In small
?lalts at girdle. No bows or beading
inlsh. No seams in girdle. Pocket
must be made of beading. No bias ruf
fle. Gathers too soant. Pocket too
high. Always return this correction
sheet with the apron.'
Demanded More Money.
With this "correction sheet" to th
applicant and the rejected apron also
goes another proposition an offer to
send a model apron for tl.25.
O. a Riches and E. C. Clement, the
postal Inspectors who have worked up
the case against Von NeJda. had a talk
with him yesterday. He said he would
carry out the terms of his contract and
that it was legitimate- in every way.
He Said he had been In the same busi
ness in XiOs Angeles and old- out, com
ing to Portland.
. T'If my -scheme isn't legitimate, why
don't some of -the women sue me?" Von
Nelda asked the Inspectors.
"How are women in the east or the
middle west going to sue a man o:i
the Pacific coast for the sum of $1"
the inspectors tossed back at the
. "apron manufacturer." He didn't an
swer the question. . '
Von NeiUa's contract Is also cleverly
worded. Here's the third paragraph In
the contract:
"It is expressly agreed by both par
ties hereto that in the event that the
first apron made and returned by the
first party should prove upon examina
tion to be Incorrect it Is to be returned
to the first party with the errors shown,
and first party given an opportunity to
correct same, and if then found to be
correct,? materials to be forwarded as
aforesaid. But in the event that said
apron- cannot be corrected said first
party has the right to demand another
set of materials for a second aproq.
However, If on a second trial first party
falls to make said apron correctly, it
Is understood by both parties hereto
that the two aprons -rejected by Second
party become the property, of the first
party, and all . obligations on the; part
of the second party by reason of the
contract ceane and become null and
void."
Xa Fort land a Month. -.
'Von -Nelda has a room in the Mar
Quam building. In his advertisements
he calls it a suite: lie came to Port
land about a'month ago. For several
weeks letters for - the iPsclfie .Apron
company have been coming in to such i
. an extent that the postoffice drawer was i
not large enough to hold them all and
they were put In baskets.'
Von Nelda is a son of John Von
Netda, former president of the Red
River Valley National bank at Fargo,
N, D. The .father was one of the best
known men In the state several years
ago.
Von Nelda' was arrested yesterday
afternoon and was released on bail. His
bond was put at 11500. Of this . $500
was put up in cash. He will have a
commissioner's hearing within a few
days. . . .
Fred Cook, 'in the building material
business, formerly knew Von Nelda in
the east He has interested himself in
the case and is making an effort to as
sist the pron man in. every way pos

Relation to National Work.'
Rev. William G. Eliot, the member for
Oregon of the national committee of 100,
showed the relation of this stamp sale
for tubercular work in Oregon to the
national work and the relation of trie
national campaign against tuberculosis
to the whole movement for conserving
the public health which is looming so
large in the near, future, He showed
that next to the great moral issues
which are before the people, this great
movement for public health is the great
work, claiming , the attention of - the
whole civilized world. He termed the
movement for creating a department of
the United States government- of pub
lic health the broadest piece of con
structive statesmanship of recent times.
President Roosevelt' consent has been
obtained, he said, to creating this de
partment of the government, instead of
making it a bureau under some other
-department. :, 4
legislation to Ba Framed.
Legislation toward that end will be
framed in the near future. IT urged
that pressure be brought to bear upon
Oregon's .senator and representatives to
forward such legislation.
In concluding he said that the stamp
sale Is a part of the local work of the
state, that in tura a part of the na
tional work and that again a part of
the federal movement for public health,
and that every penny which could be
obtained here for local work will help
the great work along.

WEATHER REPORT
The barometer Is relatively low over
the south Pacific states, and a small
low pressure area is central over the
Dakotas. The western high pressure
area has moved eastward to the Vir
ginias. A new high pressure area has
made its appearance over the Canadian
northwest General rains have occurred
in California and southern Arizona
they amounted to over one inch at Los
Angeles and to one half inch or more
In southern Arizona. Light falls of
snow are reported In Nevada, Utah,
northern Arizona and northern New
Mexico, No rain or snow of conse
quence has occured east of the Rocky
mountains except in upper Michigan,
where moderately heavy snow has fal
len. It is much warmer in the states
between the Rocky mountains 'and the
Mississippi river, and much cooler in
the south Atlantic states and in the
central and east Gulf states.
The indications are for fair weather
in this district tonight and Friday, ex
cept in sauthen Idaho, where rain turn
ing to snow will probably occur.
