COMBINE FOR
ON BLANKET FRANCHISE
The franchise committee of "the city
council-did not hold its regular meet
ing this morning owing to the inability
of City Attorney Kavanaugh to be pres
ent, he being in the circuit court busy
with the sujt filed by the Inman-Poul-
sen company. The city attorney, how
ever, notified the . committee that he
will file a written opinion with It to
morrow morhing. This ; opinion will
confirm an oral one already given in
which Mr. Kavanaugh holds that the
council has ample power to place pro
tective limitations in the franchise now
being considered.
Councilman Kellaher was closet d
with the mayor for a long time this
morning, and it Is thought the chief
executive has assured Mr. Kellaher -of
his support or that councilman s efforts
to include in the franchise ordinance a
common user clause and other safe

(Special Dtspttch to The Journal.)
Vancouver, Wash., Nov. 27. The bod
ies of A. B. Newell and Fred Swingle,
principals in the double tragedy In the
Chelatchle Prairie country night before
last, will in all probability be burled
near the scene of the crime. W H.
Hamilton of the Vancouver Undertaking
company, is now at the Huffman-Newel!
farm for the mimosa of hnndllnir thu
funerals.
At first It was thought the body of
Newell, the murdered man. would be
brought to Vancouver, and it aad been
taken to Yacolt; when word came to
hoJd until further orders.- It is Mrs.
Huffman-Newell's wish to have the body
of her husband of four days burled near
her farm.
All the facts seem to show that Swin
gle deliberately murdered Newell, the
successful suitor for the hand of Mrs.
Huffman, and after attempting to 111
the object of his affections, shot him
self. The affair has stirred up intense
feeling in the Chelatchle Prairie coun
try. tl ; -.

Mr. Carroll's present vebicle Is a beauti

laid I" a rural district of Germany, and
the plot hinges around the remarkable
resemblance between the king of the

brings about numerous complications

"The Portland Railway. Light & Pow

to force the neonle to
give." declared Mr. Kellaher. "The de
mands of the corporation are too arro
gantly ridiculous to be considered bv
sensible men. It wants the right to use
tracks 'of other roads without being
wuung 10 auow outers to use its own
tracks.
"By means of tricky wording it has
practically secured a vested right to
carry on an unlimited freight traffic
on all the lines of its system. The os
tensible grants made to It for the use
of freight cars apply only to a few
streets in different parts of the city.
When I asked Mr. Fuller in the council
meeting the other day how he proposed
to get the freight to those streets he
admitted that other portions of the
company's lines would have to be used.
"The streets on which the freight
carrying privileges are given are so
chosen as to practically make it possi
ble for the company to use the entire
system for .this purpose."
