Another and extremely painful thorn
was driven Into the aids of the railroad
that hav contrived to keep freight
rate between Portland and the upper
' Columbia and Snake river wheat grow
ing distances at an exorbitant figure,
yesterday morning, when the new
steamer Inland Empire was launched at
Celllo.
: The important feature of this launch
ing is that the Inland Empire slid Into
the Columbia above Celllo falls, and not
below thorn, ' She is aa upper river boat,
- built especially for upper river service,
and when she begins her regular trips
will establish a schedule between Celllo
and Pasoo, Kennewiek and Lewlston,
Idaho, that will enable the merchants
. of the Inland Empire region to get
goods from Portland at an enormous
saving and open the way for wheat
from the Inland Empire to tidewater at
. this city. - -.
Just how big this saving will be the
person accustomed to ordinary Increases
and decreases In freight rates can have
no idea. - Usually a lower freight rate
on a certain commodity mean that the
merchant will make a small increase of
profit on his stock of goods. The con-
turner never know the difference, or It
- comes about In such a gradual way that
ha does not realise it

What this means on a carload can be
seen at a glance. It at once becomes a
matter of. supreme importance, not
merely to the wholesaler In Portland,
or to the merchant in Rlparla or Law
Is ton or Pasco, but to the consumer.
The establishment of a regular Una of
steamers on the upper river Spells lib
' eratlon for the farmer, the merchant
and the other shippers of Idaho, Wash
's, ington and Oregon,, who have been tied
down by what they regard as the un
necessarily high, ratea charged by the
railroads. .
The Open River Navigation company,
which owns the new steamer Inland Em
pire, as well aa Us sister ship the Ce
lllo Falls, which is now under construc
tion at the Celllo boatyards, will have
a water route all the way from Port
land to Lewlston with the completion
of the new boats. There is the short
portage between Eddy and Celllo by way
of the Oregon Portage railroad. Oth
erwise the river is navigated by the
company's steamers the entire-die

At present the-company is operating
the steamer J. N, Teal between . Port
land and The Dalies, ana the email
steamer Belief between Celllo and Ar
lington. The. Inland' Empire will ba
ready to go -on-tha- Celilo-Kennewlck-Pasco

Falls will be launched January I- and
be ready a few weeks later. By next
spring , the Open River company will
have a boat each way every second day
between Celllo and Lewlston, as -well
as a dally steamer between Portland
and The Dalles

Husum, Wash, Nov. 11. Tha sheriff
of Klickitat county has offered re
ward of f 100 for the recapture and de
livery, of Robert Miles, charged with
cattle rustling, who broke Jail at Gold
endala, Sunday, November 8. Miles was
arrested at North-. Yakima. -September
18, with another party while attempt
ing, to dispose of a band of stolen cat
tle and was brought to Goldendal to
await trial. The sherlf fWates he was
assisted in his escape byveonfederates,
who had his horse saddled ready to
mount, and firearms fastened to i tha
saddle.' It la charged that Miles is a
cattle and- horse rustler, and supposed
to be a member- of an organized- gang
of horse and cattle thieves. The. sup
position is that he mad for the mount
tains and evidently headed - towards
Ellensburg or Cowllta, As Miles la
heavily armed and considered a. des
perate character, It la expected when
officers overtake him an ugly fight
will wnsue. Up to date no clu baa
been given as to his hiding place.
