migration officials have arrested four
men, and-with their arrest ia revealed
a scheme ' of traffic in Japanese girl.

to Seattle. After several months' work
she succeeded in working herself into
Captain Gawley's good graces and art
fully worked upon the captain's feel
ings. Gawley, wno was already sus
pected by Miller as one of the members
of the gang, agreed to furnish as many
Japanese girls as the woman cared to
traffic In. The price to be paid was
$300 each.
The woman acceded to this proposi
tion and readily paid over 1250 to Cap
tain Gawley as advance money. Five
Japanese girls were to be furnished last
Saturday, but Captain Gawley became
suspicious and railed to keep an ap
pointment with the woman.
The girls whom he was to have fur
nished are now In Seattle and will
be rounded up tonight. At the deten
tion house there are fully a dozen
girls who it is charged were brought
Into the United States for immoral pur
poses through the instrumentality of
uaptam uawiey ana his Japanese as
sociates. From authoritative sources it is
learned that the gang has for months
been shipping young girls from the
orient to large eastern cities, including
Chicago. New York. St. Paul. Minne
apolis, Boston and, Philadelphia, there to
be sola.

An explanation Of the relations of Ja
pan and the United States was made
by Dr. D. Ebln, the noted Japanese
missionary., in a talk to the students
last night.
"When th. American people abolished
slavery, they did their noblest work,"
said Dr. Ebln. "Japan has abolished
distinction and has done away with the
aristocracy. The growth of democracy
among our people has been wonderfully
rapid. We ore following the United
States, and you are advancing above all
the other nations of the earth.
"America and Japan, by combination
of their forces, can push on the work
of God. We are willing: you are moro
able. You start; we will follow. The
people of Japan are following the Amer
icans, and we are in this way, brothers
and sisters. Japanese see much Inhu
manity and they have learned to love
their enemies. You have a great task
before you In Americanizing the whole
Japanese nauon.

Suit for $17,000,000 Against
Spring Valley, Growing
Out of Big Fire.

San Francisco, Nov. 20. Announcing
that there would not have been a gen
eral conflagration following the earttt-
quake of April 18, 1906, if the water
mains of the Spring Valley Water com
pany had been properly placed in tbe
ground, a suit for over 117,000,000 dam
ages against the water com nan r was
filed in the United States circuit court
today. The suit represents an aggre
gate of 3,800 claims owned by over 100
property owners of thla city. They
nave all been assigned to Harry s. Rip
ley for the purpose of the suit and all
the claims will be contested in this on.

It is intimated that similar actions
will follow against the gas company
for damage resulting from explosions
of gas from the leaky pipe on the flrat
day of tho fire.
It is admitted that the Spring Valley
will fight the suits on demurrer, into
the highest court in the land.
A decision against the company
would mean the loss of Its entire capital
and heavy drains on the liabilities of
the stockholders.
One of the sensational features of the
complaint is the allegation that "the
water corporation permitted Its water
system to be managed carelessly and
for private profit of many of its direc
tors and stockholders personally."
Affidavits by recent employes of the
company, alleging misappropriation of
funds, are said to have been prepared
and made ready for filing.
Henry Williams, who has charge of
the cases, denied that Insurance com
panies are interested in tse prosecution
of the suits. He has been working on
the cases fpr six months. Samples of
