people of the southern portion of the
county, a great deal of Interest is being
manifested by farmers and others In all
parts of Lane, many from as far -north
as Junction City and west from Flor
ence being in attendance.
Awards for moat of the exhibits will
?onslst of blue ibbon as first prize, red
lbbon as second, and whita ribbon as

BE APPEALED
Portland General Electric
Will Carry It to Federal
Supreme Court. - '

Salem, Or., Nov. 18. In a communi
cation received by the attorney-general
today the Information Is conveyed that
the Portland General Electrlo company
iwlll appeal from the recent decision of
'the state supreme court in the matter
f the locks at Oregon City. The attorney-general
is asked to make a man
date until a "writ of error can be filed
and the matter) of application of an ap
peal to the United States supreme court
can be determined.
! It is the opinion of Attorney-General
Crawford that the United States su
preme court has no jurisdiction in- the
matter Involved in this case and the
state will accordingly resist the appeal.

i The position of the Portland General
JSleelrlo company in this case resolves
in Itself into general propositions. It Is
contended that since the state made no
effort for SO years to enforce any of
the provlelens of the original act pro
viding for the construction of the canal
and locks at Oregon City, the state can
no longer compel the company to keep
the covenant originally agreed upon be
tween the constructing company and the
legislature.
Furthermore, It la contended that all
the terms of the original covenant
greed upon between the leglsIature'T)f
1870 and the old Willamette Falls Canal
& Locks company were not assigned to
the succeeding companies, of which, the
Portland General was the last
The state asserts its claim to an in
terest in the locks on both the broad
rule that the banks and beds of navi
gable streams belong to the people and
that the terms of the original grant are
as binding as ever.
Before Governor Chamberlain caused
ftio suit to be Instituted the locks had
fceen in the undisputed possession of the
Portland General Electric company
despite the fact that the state had ap
propriated $200,000 for their construc
tion in 18T0 and had reserved for itself
10 per cent of the net annual proceeds.
The outcome of the suit means not only
the recovery of several hundred thou
' Band dollars to the common school fund
but an ultimate free ad open river to
the head of navigation of the Willam
ette. ----

"Congressman Longworth told a
friend of mine recently," said Dr.
Sperry In his address before' the T. M.
C. A., "that he has succeeded in reduc
ing the number of cigarettes his wife
mokes from 40 to 20 a day."

Lew, a Chinese merchant, is at the city
prison and Chin You, a diminutive
Chinese girl. Is in. the custody of the
Presbyterian Chinese mission as a re
sult of evidence brought out yesterday
afternoon tending to show that the
Chinese had brought the girl Into the
country for Immoral purposes. -
Lew brought trouble upon , himself
when he Instituted action for a writ of
habeas comus" to- compel the mission
to deliver the girl to him after she had

was married to Lew in Hongkong, but

WEATHER REPORT
A new disturbance is approaching
the Washington coast, warnings for
which were ordered at 7:15 a. m. at all
seaports In Washington and at the
mouth of the Columbia river. Another
low pressure area is central over the
Lake region. A high pressure area over
lies the Rocky mountain states, and the
barometer is relatively high over the
south Atlantic and east gulf states. Dur
ing the last 24 hours light rain, has
fallen In Oregon and Washington and at
scattered places in Idaho and western
Montana. No rain of consequence has
fallen In the eastern states, and the
temperatures are- nearly everywhere
above normal.
The Indications are for rain in this
district tonight and Friday, with fresh.
