Boys' and Girls' Aid society yesterday
afternoon by Judge Cantenbein after an
Investigation in the , Juvenile court.
Neighbors had complained that the girl
was ill-treated at home. Bhe has been
living with her father, E. J. Lewis, and
her stepmother, formerly Mrs. Rose
Smith, at 62 Clackamas street, in Bell
wood. The girl's alleged claim to the
Trinity estate comes through her
mother, who was Miss Emma Arland.
The estate is valued at (100,000,000,
lying in the heart of New York, and
the struggle of the alleged heirs to pos
sess it has gone forward many years
without success. . '
Fifteen thousand dollars with which
to" build a new church is the goal of
the members of the First UnlversaJlst
church in a campaign Inaugurated this
afternoon. Not all of the $15,000 will
have to be raised, for through the ef
forts of. Rev. J. D. Corby, pastor of the
church, the general convention of the
Universallsts of the United States last
summer made a donation of 15,000.
while the property upon which the
little church now stands is worth at
least' Z,600. The site for the new
church has not been definitely decided
on, but It is thought that a site can be
purchased near the present site of the
church.
At St. Stephen's church fair
now being held In the new' parish hall.

Fire broke out in the frame building
occupied by the Roystou Manufactur
ing company at 228 Sixth street, last
night but was quickly extinguished by
the prompt action of the fire depart
ment The blase was first seen on the
roof, , but the oause Is unknown. The
damage will be about $100.

business man of Portland In the early
'70s, died recently at San Francisco, at
the age of 80 years. Mrs. Simon Har

drafted by a special commission is
approved by the people, Portland's civil
service system will be -the model In
the future. The only important change
is that the mayor will be vested with
the power' of removing the commission
ers and the mayor and council with
filling the vacancies thus caused. The
charter commission worked until a late
hour last night and then adjourned to
meet again Friday night Hereafter
until the charter has been completed
probably two meetings a week will be
held.
. Elections, it was decided, are to be
held after the' same plan upon which
they are conducted now. The propor
tionate representation Idea advanced by
Dr. C. H. Chapman was discussed
briefly but discarded for the one adopt
ed. In speaking for the new method
of electing councllmen Dr. Chapman
said:

"There are to be six councllmen and
each political faction In the city that
has one-sixth of the voting strength
of the community ought in all fairness
to be allowed to pool their interests and
elect one representative. This Is the
plan of proportionate representation. Its
object is to secure a measureable de
gree of fairness in 'City elections, some
thing which has never yet been secured
in this country. It is a mistake, gen
tlemen, for you to exclude this subject
from further consideration."
By a unanimous vote the commission
made the term of office for the mayor
and councllmen four years except at
the first election, when three of the
councllmen will be elected for only two
years. Elections are to be held every
two years thereafter. This provides Tor
three holdover councllmen and is meant
to prevent the possibility of an en
tirely new council being elected at one
time, thus checking progress by putting
in a number of men wholly unfamiliar
with the policies and plans of the city.

Senator Oearin led the fight against
the civil service plan suggested by the
committee on civil service. The senator
declared that he was in favor of a com
mission appointed by the mayor and
oouncll and subject to removal. He also
wanted the heads of departments to
have the right to remove employes with
out assigning any reasons therefor and
to shut off the privilege of appeal by
discharged employes except in cases
where polltlos or religion had been as
signed as a reason for dismissal.
Senator Oearin introduced a resolution
to this effect which was carried by one
vote. One of the members, C. M. Ryner
son, afterwards said be had voted un
der a misapprehension and asked for a
reconsideration. The commission then
voted to retain the right of appeal when
employes had been discharged "for the
good of the service." J. F. Logan's
amendment to the report of the civil
service committee was adapted. This
makes it necessary for an appeal to be
flleu with the commission within five
days after a dismissal.

CURIOUS
CROWD
While a crowd which had stopped to
look at a fallen electric power wire at
Fourth and Yamhill streets was directly
beneath It yesterday afternoon, a second
wire broke, and it wa only by an appar
ent miracle that no one suffered.
The second wire fell half way between
Yamhill and Taylor streets, and the
slack dragsed the wire nearly to the
pole at the corner of Taylor. One
woman who was crossing the street
with an umbrella over her head was
totally unaware of her danger until the
wire in falling touched her umbrella,
and a score of men shouted a warning;.
A Wells Fargo company express wagon
was just rounding the corner, and the
vagrant wire touched the top of the
wagon.
As the looee wire was dragged along
the sidewalk by its own weight there
was a general scurrying to get out of
the way, and a dozen people Jumped over
the writhing current laden strand.

resolution was adopted to aid the State
Association for the Prevention of Tu
