' It is a fortunate thing for the con
tractors of the United States that this
canal-digging machine is not jQi woik
here at home. It would set so low a
mark for per unit cost, and so high a
mark for general : efficiency, that the
government might be pursuaded to do
all of its river and harbor, work itself.
No accurate estimate has yet been made
of the relative eost of work on the isth
mua and In the states, but all observers
seem to agree that when a sufficient
allowance is made for 'the difference in
conditions at home and on the Isthmus.

a bargain with a Panamanian Chinaman
he is likely to do very well. But the

time. It was a knowledge or mis that
led to the establishment of a commis
sary carrying cinpartmeni store lines.
It is this knowledge that will continue
this sort of commissary.
