A. K. Clark declared that the most ef
fective mana of promoting the object
sought will be to make a comparison of
ine worn or tne courts nere wnn ne
duties performed In other cities of the
Pacific coast. For Instance. Seattle has
six judges. at all times,-ana a seveotn
about half the time. Statistics along
this line will be gathered by a commit
tee of five authorised laat night.
Dan J. Malarkey waa the mover of
the resolution In favor of tnoreaalng
the number of Judges. - He pointed out
that unleaa soma rulief la granted at the
next session of the legislature nothing
can.be done until 1811. He said that
the matter does not need argument
among the lawyers, who know the pres
ent oongested condition of the court cal
endar, with oases already set as far
ahead as next March, and a certainty
that the situation will arrow worae from
montn to raontn. -
Alexander Bernstein .said It might
be Veil to Invite the four circuit judges
to state the need for additional ludites.
but the majority of the attorneys
thoucht otherwise. Thev said that the
judges might have a feeling of delicacy
in discussing the matter In that way.
and it might ba argued by some that
the judges should not take up the advo
cacy or tne movement.
W. W. Cotton. Countv Judge L. R.
Dan J. Malarkey and Charles H. Carey
were named as a committee on legisla
tive needs. This committee will offer
suggestions, and the meeting of Novem
ber 24 haB bean set apart for the recep
tion of drafts of measures that members
of the bar think should be enacted next
year. All matters presented will then
be referred to the regular legislative
committee, consisting or u. m. croucn,
i- a. Mcwary. m. c. ueorge, . b. mus
ton and G. W. Starileton.
Following is the resolution adopted
favoring six juages:
"Whereas. The circuit court of the
state of Oregon for Multnomah county
is unable, with its present membership
of four ludores. to ororjerlv handle the
business coming before it, as Is evi
denced by the fact that the trial cal
endar Is so crowded that cases now at
Issue can not be tried until next March
and. April; and
"Whereas. The business of said court
wui continue to increase in proportion
to , the -rowth of said county, and said
court, if Its membership remains the
same, will probably soon be still further
behind In Its. work; and
"Whereas, Such enforced delays In the
trials of cases works a hardship on liti
gants and often operates as a denial of
justice to worthy suitors and should not
continue; therefore,, be It
"Resolved. That It Is the sense of tTT
Multnomah Bar association, in meeting
assembled, that the legislative assembly
of the state of Oregon should at its next
session by appropriate legislation pro
vide additional judges for said court."
