are the Albina Homestead. Beach and
Garfield, and Richmond. East-Fort
first arid Grant streets. They have been
constructed within the past year and

this year. The registration, last year
showed 11,116 girls and ll,r7 boys, a
total of 22,213. It la believeakthat many
more students will be registered this
year, but the number will not be ascer

tion, the carrying of messages and the
taking of photographs, the aeroplane Is
eminently practical In warfare. Even
If aeroplanes were used as Instrumonta
of attack, I don't believe they would
be practical, as onlv the lightest suns
could be carried aloft."

perintendent Rlgler yesterday afternoon
to the several hundred school teachers
of the city of Portland when they as
sembled In the auditorium of the high
school In the first teachers' meeting of
the- new school year.
Superintendent Rlgler amplified on
thia theme. He started out by telling
the teachers what a fine looking lot
they were whereat the teachers, each
one decked out In her best, smiled at
him sweetly. He told them, however,
that he did not refer so much to beauty
as to the appearance of health, which,
after all, la the beauty that is most
pleasing.

With the exception of a wind of about
six miles aa hour over the parade
grounds .conditions at Fort Myer were
good for a flight If anything. It wss
too warm, but the discomfort of the
heat was felt more by the spectators
than by Wright, who had the ad ran tare

carry double. In this all were gratified
by the action ef the aeroplane. It got

difficulty, although not as easily and
readily as when it carried Wrhiht alone.
After the main planes caught the air
there wsa no further difficulty and the

Overlooked a Bet,
Washington fishermen by the advice
of Attorney-General Atkinson were noti
fied that the state' of Washington would
protect them In their rights to fish in
Washington waters in - violation of tho
Oregon laws. It is the supposition that
the officials from the state arross tho
lino did not think Warden MeAUistar
would care to molest the fishermen on
the other side of the river in .view of ;
tha nmmlM of Waahlnarton to be re
sponsible for offenses committed by
residents of that state In violation of
tho Oregon Initiative fishing law passed .
at the last election.
That they made a mistake In taking
the attitude they did Is evidently real
ized now bv the Washington state de
partment heads for the flying trip like
Governor Mead and his .party are now
making shows that grave consequences
are feared by them as the result of
their assurances that the fishermen of
their state would have' the support of
the state In breaking the Oregon laws.
Another thing' that is not dented by
either Oregon or Washington officials
is that the Initiative law passed by this :
state was vary, unwise even If the char
ter does make It constitutional, which
Attorney-General Atkinson of Washing
ton declares it does not. . ,
Oovernor Staads Pat.
According to the construction of tha
charter by the supreme court of this
state the provision for concurrent Jur-
Isdictlon of the two states is ample ,
authority for all legislation applicable
to the entire river which may be put
into effect by either state.
If this Is so, then according to the
best legal information the charter
should, be amended by aet of the legis
lature as eoon as possible, as It does
not seem to.be in line with the prin
ciples of common sense that either"
state should make laws for the other.
Just at present Washington appar
ently Is getting the worst of tho .deal,
but that state has equal rights wltbi
thia in enforcing its laws on the Ore
gon shore.
Oovernor Chamberlain said last night
that unless some other basis for a com
promise should .be reached, then the
suggestion of Governor Mead that War
den McAllister make only one arrest
