Longshoremen and Stevedores Reach
Agreement for Two Yean.
An agreement to last two years has
been reached between, the longshoremen
or tnia port and the two atevedorlng
firms here so that there will be
no trouble on that score to hinder
shipping. As a direct result thereof
steamers or American-Hawaiian line
will be here shortly to begin operat
ing on regular eohedule. The agree
ment govern wages and hour, same
aa those now in force.
The agreement provides that long
shoremen of this port will handle ves
sels irrespective er now tney are
handled on Puget sound where there
has been trouble between the steve
dores and the union for aom time.
Owing' to the' trouble on Puget sound
the local union did not want to handle
freight on vessels coming by way of
that port but the agreement now
reached eliminates that difficulty.
The American-Hawaiian liners par
ticularly were affected by th strike
and tt also kept the Kosmos liners
from calling here for a while. This
shippers and the port in general and
finally the chamber of commerce took

The Frenoh bask Gael was chartered
this morning by the Oregon Plna Ex
port Lumber company to carry a cargo
of lumber from-, this port to England.
She is expected to begin loading as soon
as the cement cargo she brought here
from Antwerp lias -been discharred.
Thia is. the first' French vessel en
gaged for lumber on this coast for some
time, and it la 'the more out of the
ordinary by reason of the fact that this
la the time of year when grain cargoes
are supposed to be most easily obtain-
aoie.
The Gael arrived in the harbor about
the first of the month with a cargo of
cement consigned to Mayer, Wilson &
Co, and will have the cargo discharged
in a few days, unless some sort of a
hitch occurs to check the progress now
being made. , .. .,
The Oregon Plde Export Lumber com
pany ' dispatched , two sailing-ship lum
ber cargoes front this port for Kurope

will consist of large timbers.
COQUILtE JETTY COMPLETE.
Depth of Wate?'nt Channel to Ocean
Very Satisfactory.
Assistant United States Engineer
James 6. Polhemus. announced this
morning that the Jetty project at Co-
qullle ha been completed and that
there is now 12 feet of water on the
bar to the bay where a few years ago
the depth was only four feet. The im
provement is considered remarkable.
The work done this year at Coqullle
consisted of extending the north Jetty
about 200 feet to a point in line with
that of the south Jetty. Thia caused a
contraction of the channel and gave
the water a scouring effect.
In order to give ever better water
than now secured some dredging will
grobably be done In the bay later on
ut It will be carried on under , a new
project if appropriations are eventually
made. The sawmill men of Coqullle bay
subscribed a fund and engaged a pro
fessional diver from San Francisco to
blow up a ledge of rock that for .years
had obstructed navigation in the bay.

REVISIOII OF CITY
CHARTER DELAYED
At this morning's session of the city
council the members granted the re
quest of the charter revision committee
for an extension of time in performing
their work by voting to have the re
vision committee report to the council
at Its first meeting in February instead
of In time to place the amendments on
the ballot in the November election.
A committee of five from the revis
ion committee waited on the council and
through Senator John M. Gearln asked
that instead of reporting for the No
vember election that the time be ex
tended to the June election of next year.
He said that this would be necessary
for an Intelligent consideration of the
work before the committee.
Councilman Kellaher moved that the
committee report to the council at Its
first meeting- In February in order to
give the people time to consider the
amendments which the committee will
propose. This action was taken so that
a special election can be held If the
committer finishes Its work In time to
give the people an opportunity to con
sider the amendments before voting
upon them.
Wheat from tha Inland empire dls-

Is now being shipped to (the city by the
Seattle. Portland ft Spokane., road, by
rail to Lyle'and Vancouver and by boat
from these point to Portland.
Kver since the opening of the wheat
shipping season tne north bank road
has been hauling Portland-bound wheat
to Lyle and thence.transferrlng.lt by
boat to Portland. In this manner la r ire
quantities)! of wheat that have hereto
fore Tone over the' mountains to Pugot
sound have been- brought to Portland.
Included In the list of shipments also
was a lot or last year s crop whlcn had
been held' for shipment bv the farmers
aiong me roaa.
A week ago tne shipments became so
heavy that the transfer facilities at
Lyle became Inadequate to handle the
grain without great congestion, and con
sequentlv a new train was out in oper
ation J through to Vancouver. The
steamer Qeorsle Burton was chartered
to handle the wheat between Vancouver
and Portland and since that time has
been making dally trips loaded to the
guards at each trip.
Wheat Is comlnr In large volume by
rail; yesterday's arrival reaching the
high-water mark of 242 cars.

sume that even some member of the
city council Itself), seem, to be under

order to do ao waa made by the city
council by ordinance some 18 months
ago, and that if It should fall to obey
such order it can be. or will be forcibly

"In respect to this impression I Wish
to say that it is my opinion that it Is
based upon a false estimate of the

er in this respect and that an effort
made to compel the railway company to

Its authority nothing more effective
than such an order will fall.

orable body to force this line off Fourth
street It will be necessary, in my opin
ion, for you to first repeal the exist
ing franchise. Quite naturally any ef
fort made by the city to do so will only
be successfully accomplished at the end
of a law ault, and It Is no more than
fair that the people of this city and
others should be disillusioned from the
false hope that anything Is to he ac
complished in this direction as a conse
quence of what has been done up to this
time.
"In my opinion the franchise Is void
for the reason that It contains no clause
limiting its life to any definite or spe
cific period of time.
"It Is without a time limit in its
terms, snd for this reason Is bv its rep

Netarts bay were afforded an Interest
ing and unusual sight last Monday,
when fully a dozen large whales came
close In shore, almost within the line
of breakers, and disported themselves
there during the day. Tha whales had
been along the coast, and . In sight for
two days previous, but It was .not until
Monday that they came in so'olose.
The day was clear and the sea was
calm, and the leviathans were vl"wed
by many at -clone range. The light
house keepers stated that thev frequent- I
ly come In close lit the fall, and that
sometimes they are -directly under the :
nick upon which the lighthouse stands, '
