Fort today issued a proclamation In
whlch, he declares that If the excise law

day is not obeyed he will call on extrn

order out the, ntllitla to stop what he
term a "saturnalia of vice."
The governor says the law has been
disregarded flagrantly at all the coast
resorts from Sandy Honk to Atlantic
City, as well as in the inland cities
The state law Is strong but Is not be
ing .enforced. The Sunday closing issue
as the most prominent feature of the
campaign last fall, when Kort was
elected.
Governor Fort's pronouncement fur
ther denounces the action of the May's
Landing grand Jury which 10 days ago
refused to indict Atlantic City saloon
Irian for alleged violations of the law.
He declares that the grand jury now in
cession is not likely to find Indictments,
nd his threatened action In calling an
?xtra session of the legislature is in
ended to show the grand Jury the im
portance of the work before them.
The governor claims he has affidavits
from two men who purchased liquor last
Bonday In Atlantic City saloons owned
by grand jurors.
Recent exchanges explain that at At
lantic City and other resorts the ex
cise law has been defied. Sunday last
nearly every saloon on the board walk
was open and the hotel bars running in
lull blast. Attention was immediately
called to the state of affairs by the
tress but nothing was done. Governor
fort's proclamation followed.

ing to a report submitted touay to the
Greater han rrancisco committee ny
the sub-committee on boundaries, the
plan for a greater city will take In
an. Immense territory around the bay
shores. The border line as proposed
hy this committee begins near Bolinas
fcay on the Marion county seashore,
crosses the Marin peninsula at San Pa
blo straits, embraces Berkeley, Oak
land, Alameda. Fruitvale and other
towns as far south along the Alameda
bay shore as Newark, crosses the bay
to the Santa Clara county line, and
thence lollows the county boundary
across the Santa Cruz mountains to the
seashore at a point near Half Moon
bay. Altogether a dozen towns and
cities, half of two counties and all of
two others are included in the com
prehensive plan.

Columbus, Ohio, Auk. 27. A suit for
Injunction to prevent the holding of
the Ohio state fair next week has been
filed by th Smith Agricultural Chemi
cal companv because the directors re
fused to allow the company space for
an exhibit. The petition alleges that the
fair is not a public but a private cor
poration affair.
Xerdham for Sixth Time.

James Carson .Wedham of the Sixth
rongressionnl district has been renomi
nated for the sixth time, at the district
convention here. The nomination was
made by acclamation. Needham is th
penlor congressman from the Pacific
coast. He has been a memher of the
ways and means committee and several
other important committees of congress
Xor some vears. '

Toklo. Aug. 27. The clash over the
question of postponing the Toklo expo
sition has become so bitter that there
are some intimations of abandonment
today. AH the commercial bodies of
the country have aligned themselves
against the cabinet, a.nd the controversy
Is involving practically all interests, of
ficial and industrial.
A majority of the members of the
cabinet favor a postponement from 1912
until 1917. urging that more time Is
needed and that the present financial
situation dpes not warrant the imme
diate appropriations for the rapid com
pletion of the work. The chambers of
commerce favor holding it in 1912, as
ilrst planned.
The working people and poorer classes
are in favor of the postponement, as
they are supporting vigorously the pol
icy of retrenchment being carried out
by the cabinet.
The unpopularity of President Kaneka
with the masses led to the first com
plaints at the lavish expenditure of
funds on the exposition which now
threaten to involve the whole govern
ment.

Reus, former Dutch minister to Venezu
ela, denies that the Netherlands, with
the support of the United Stales,
has aided the revolutionary movement
In Venezuela, De Reus was In consul
tation at the foreign office all day, but
nothing was given out as to the result
of his conference.
The government Is quietly prepar
ing for the blockade of Venezuelan ports
that is sure to follow the refusal of
Castro to apologize for hia treatment
of the Dutch minister.

the figures of Miss Elizabeth Sheets,
Des, Moines, Iowa, china artist, has
stirred up a war of artists In the Fine
Arts building of the state fair here

Delegates Assemble at Oak
land and Prepare for
Formal Organization.

Oakland, Cal., Aug. 27. Republicans
are here today to attend the state con
vention which meets late this afternoon.
The selection of presidential electors Is
the main, business before the convention,
but nothing but the formal organization
will be attempted this afternoon, be
cause the various speeches of welcome
will have to be delivered.
Considerable excitement Is expected,
however, from the Suffragettes, who
will march to the convention in a body.
They will be headed bv Mrs. Theodof
Pinter, who will carry a large yellow
banner with "Votes for woman" in
scribed upon It. The Republicans have
set aside two rows of seats for the
Suffragettes and they have promised
not to attempt to interrupt the oonven
t ion.
The main business of the convention
has been arranged In advance by the I

re-tors already have been chosen. The
convention will formally name the
ticket tomorrow morning
The Republicans of several assembly
districts w ill hold conventions today and
tomorrow to select nominees for the
next state legislature.
