order to prevent such a state of affairs
to exist in the value of Portland licences
that the committee on judiciary arui
elections refused to recommend the pas
sage of the ordinance defining the sa
loon district In the city.
Councilman Cellars at that time told
Paul Wessinger of the Welnhard brew
ery that to curtail the saloon district
as outlined hy the brewers would even
tually lead to an Increase In the price
i of licensee and that the brewers would
! be making money hy trafficking In
' city business. Wessinger dented this
accusation, hut as a matter of fact the
Wotnhard brewery owns 38 of the 87
licenses which are owned hv breweries
and persons other than the man In
whose name they are Issued.
The. ordinance Introduced by Wills
, yesterday Is as follows:
"Section 1. That every person grant
ed a liquor license by the city of Port
land shall be the actual owner of and
. Khali conduit the business- authorized
by such license In his own name and
not otherwise, and ehall In no manner
encumber, hypothecate or assign the
same except by permission of the city
i council, and shall not cause or permit
i anv person- to conduct suck business
except such person or persons as are
actually employed by him as sersjam.
"Section 2. Any person violating the
provisions of this ordinance shall be
SruIltT of a misdemeanor and upon con
usctlon in the municipal court shall be
fined In a sum not more than $200
and in addition thereto said license
shall be revoked." j

Admiral Shepherd, In the happy, seml
humorous vein for which he Is noted,
promise,! that every member of his
staff would gladlv sacrifice his life for
the beautiful queen and her charming
maids. Adopting the custom of by
gone ages, he dubbed her "Queen Hattle
the wise."
An Innovation In beginning the coro
nation ceremonies was when the flag
ship Heather. Captain Byrnes. pullM

This afternoon the big parade Is tak
ing place. It will be elaborate. Aquatic

As a preliminary to the final chapter
of her love affair Anna 8. Williams, the
little Denver sohoolma'am who married
Pearl R. Williams, a Portland real es
tate man. only to find that he had an
other wife living and undlvorced, this
morning filed suit In the circuit court
asking for an annullment of her mar
riage. Williams Is In the county jail serv
ing a year"s sentence for polygamy. It
la probable he will make no defense to
the annullment proceedings. He pleaded
(rullty to the polygamy rharges on Aoril
9. after "having walked from Portland to
Coos Bay In an effort to escape arrest.
Mrs. Williams met Rlhorn in Colorado,
and he sent for her to come to Portland
January 11 of this year. They were
married at Elma, Wash., and came to
Portlar! to live. About February 20
Mrs. Williams learned that her husband
had not only divided Ms attention
among several women in Portland, but
had another wife livlne In Ohio named
Cora Ware Rlhorn. She asked the dis
trict attorney to look the case up. and
Rlhorn was traced to Marshfleld and arrested.

Monot. Jeanne, it seems, haa been here
about 22 months to the. best of her
recollection. But Jeanne is unsophisti
catedunsophisticated, that is. when it
conies to handling the English language.

ders and all that sort nf thing Jeanne
went on the witness stand and answered
the questions that were askfd her by
the attorneys for both sides. Little
Jeanne s eyes were red' and It was evi
dent that she had been crying.
Jeanne nnld that ahe had first come
to th I'nited States about five years
ago. locating In Omaha. From there she
was deported b the government offi
cials after awhile, sent home, stayed a
month and then came to Portland.
Jeanne's life In the underworld began
so long ago. It seems, that she has for
gotten lust when ahe did leave the
straight and .narrow path. And Jeanne
l.i only 26 yearS old. That is. she said
she was not quite 27 as yet. But In
spite of all her blaze manners and her
little genuine Pnree shrugs of the
shoulders. Jeanne hesitated somewhat

Jeanne Is originally from Paris. In
fact, she was born there.
Madam Henrlette was In the court
room this morning. Ko was Armand
Fercot. Madam had on diamonds as big
as eggs canary eggs. And she wIM at

Madam tyas sleepy. Like the others
of her class, her morning sleep had
been disturbed. Madam old not like
that, naturally. First thing, she began

at the home of a women's aid society
for a week and has been going to bed
early very, very early earlier. In fact

Armand Fercot Is a saloonmnn. , He
did not wear any Jewelry to amount to
anything. But he was sleepy, too.
Jeanne said that she had been room

Van Drals Madam Henrlette with the
big diamonds. Jeanne said further that

which, she thought, was a pretty big
price for a little girl like her.
Mr. McCourt. too. thought this was a
pretty good price for little Jeanne.
The hearing Is going on this after

ing that he did not realize he was free
to go where he would, and so tried to
get into the detention pen for prisoners

Wade arrived In the city from Seattle
yesterday morning and lost no time In
accumulating the wherewithal for a
celebration. He wound up In the po
ljce station.
"I want you to understand that you
have no right to get drunk in this city,"
said Judg Swett. "You cannot do so
without harming other people. If you
were out In the fieWs or the woods it
would be different, but In the city vou
always -injure -others when vou drink
too much. You are discharged this time,
but you must not do It again."
The Seattle man wasn't sure what
had happened to him. He stood stock

Attracted by the reports of Portland
attorney delegates to the meeting: of the
American .Bar association In session In
Seattle, a large delegation of represen
tative lawyers from all over the Knlted

at the private homes of several Port
land lawyers.
Chairman Piatt of the arrangements
committee has Information that the
party will consist of 40 to 50 members,
