JAPAN INVESTIGATES
HER ARMY AND NAT
Toklo. Aug. 22. The appointment of
a commission to investigate Charges
of disloyalty and corruption In the
srmv and) navy wss announced tody.
The personnel of the commission was
not made public and the Investigation
will be conducted secretely. It ls un
derstood that the charges were recent
ly laid before the mikado and that
they are o the most serious nature, al
leging that cliques have been formed
and that corruption is thriving In both
branches of the national defense. The
charges of disloyalty particularly have
aroused the mikado to Immediate ac
tion, although the majority of the gov
ernment oflolals discredit the allega
tions and Indicate their belief that thoy
came from unreliable sources.
It is reported that the Investigating
committee Is composed nf army and
navy officers and that General Nngl i
is t its head. The methods to be pur
sued bv th commission probably have
not been determined but nothing will
be known of its action until the final
report Is made.

"As a sample of the thoroughness

"About two miles from Garabaldl one
suddenly discovers the 1'nited States
life saving station, which was finished
last May. There ls a very handsome
cottage for the keeper and a lodge for
the seven men under him: also a sta
tion for the boat and equipment. This
is ono of the most complete stations of
the service It has Its own water works
Rystem. with a reservoir on the steep
hill above, and ls equipped with pipes
and hose for fire purposes as well as
domestic uses. The station Is a quarter
of a mile from the ocean in a beautiful
little dale shut In by hills. Along the
length of this littl ' vallev runs a chain
of fresh water lakes fairly teeming with
trout.
"Keeper Farley informed me that the
station was completed last May and In
June the first wreck occurred. The
life savers rescued seven men. Tho
beach is patrolled every hour of the
day and night.
"The names of the keeper and crew
of tiie Tillamook life saving crew are:
