sent and approval of the Inlted States
when he was swinging around the cir
cle In South America. The "Constable"
doctrine, less sharply defined, that the
United States ought to collect debts
which it prevents European nations
from rolaectine, has had the friendly
upport of Mr. Roosevelt.
Belief Mast Ariso 'Within.
Five year ago, when three big Euro
pean nations were blockading the ports
of Venezuela, the United States stepped
In and brought about an agreement o
submit all questions to arbitration. In
that crisis, Castro leaned heavily upon
the powerful arms of the Grlngoes. As
soon as the trouble was over, he was
as Insolent to the United Btates as to
anv other country. The United States
will not abandon Its Monroe doctrine,
probably will Insist upon the liniio
doctrine, it has not yet adopted the
. "Constable" doctrine as a fettled pol
icy, but Its attitude) toward all of these
doctrines gives effectual aid and at
ststance to Castro. But, my, how the
government at Washington would like
to see some nome-grown revolutionary
general smite this Castro, hip and
thigh, and get him out of the way with
out messing up and soiling any of our
nice doctrines!
Cavatro Is no True Sport.
In the days before Castro ruled in
Caracas, a Venezuelan revolution was a
kid glove affair. They had i0 full
grown revolutions in 70 years and every
body thrived. But Castro has not
played the game according to Hoyl .
When any aspiring military genius or
ganizes a revolution against Castro he
has to fight, and fight hard. Up to
date Castro has rut every such move
ment down.
Cnstro appeals to the patriotic souls
of his followers. He calls his regime
"the restorative government." He lik
ens himself to the great liberator. Si
mon Bolivar. Ho says that Bolivar
drove out the Spaniards and made Vene
zuela a free government, but that In
later years foreign corporations and
business men came to Venezuela with
more men, more moncv. and stronger
force than the Spaniards had. and th.it
these foreigners imposed a yoke upon
the Venezuelan people more burden
some than had the Spanish monarchy.

A. Thief Who Shares Stealing's.
Castro has a strong following in his
own army which believes in him and
his patriotism. He does not rob the
soldiers, as so many of his predecessors
did, and while he undoubtedly pays
close atttntlon to feathering his own
nest, he does It Judiciously and gener.il
ly at the expense of foreigners but not
always. For Instance, there was Cas
tro's tariff reform. The tariff on wheat
flour was so high that flour sold in
Venezuela for J16 a barrel. This was
an outrage. Therefore. Castro practic
ally prohibited the importation of flour,
provided for the free admission of
Wheat from the United btates, built a
rational flotir mill, gave It the exclu
sive monopoly for .the whole country,
took most of its capital stock himself,
and began to grind wheat. Now he sells
flour In Venezuela for J16 a barrel,
which Is true tariff reform In the Inter
est of Venezuelan industry.

Castro first appeared on the score In
Venezuelan politics in 198 ns a senator

pression as a statesman The fact that

turned to his native mountains full of
hatred for the men of the Parisian

when he first dreamed it. The Ereat

until his death, but then his federation
went all to pieces. Castro's ambition to

doomed. His Invasion of Columbian ter

since he has added to the flames of
Colombia's hatred of him by hamper
ing the commerce of thai country, which
found its way to tl.es worl 1 through
Venezuelan ports.
Venezuela's Constitutions.
Venezuela has a population of about

siderably larger than that of the Ger
man empire. Sugar, coff. .; arid cocoa
are the principal products, and if the
people could enjoy an honest end tran
quil government they would b pros
perous. The present constitution Is the
fifteenth which has been promulgated
