government engineer tender Arago be
ing moored at the public landing at the
foot of Stark street In such a position
as to prevent other craft from landing
there. Purlng the past two weeks tho
Arago has obstructed navigation at tho
dock the greater part of the time.
The main complaint Is against the
way the Arago Is berthed. Moored
with her bow at one end of tho dock
and her stern at the other she com
pletely blocks tho entrance to tho wharf,
preventing anyone else from getting in
or out.
No private boats are permitted to
tie up at tho dock for any length of
time and operators of small boats that J

Perkins, a clerk recently discharged,
could not have committed tho crime, the
police last evening arrested him and
obtained a confession.
Because Perkins Is only 17 year old
he will not be prosecuted by the police

over to the i'nlted States officials,
who know no distinction where a. post-
office robbery Is concerned.
This morning I ictcct Ives Hellyer and
Pennant accompanied the drug clerk to
several pawnshops where he aided them
In recovering tho articles he confessed
to stealing from the residence of Fred
Jennings, Irvlngton. nd two other
houses.
When Captain P.ity and Detective
Hellyer questioned Iove yesterday
morning t lie druggist declared the na
ture of the crime and the way It was
lone precluded anv posslbillt y . of Per
kins having committed It. I.ove said,
uiwever, that Perkins bad bren dis-
ehargid for suspected dishonesty, and
the detectives n t once went to work.
Perkins' right hand. Is scarred, so they
Inquired In the pawnshops for a man
answering his b so lution. The goods
lie hail pawned tallied with the descrip
tions of those stolen.
Karly In tho day it was learned that
Perkins had hired a buggy from a
stable at Nineteenth and Washington
streets. He was traced to Vancouver,
but apparently restless in his mind on
account of the robbery he had com
mitted tho previous night, he soon re
turned to Portland. When lie reached
the barn he was arrested mid soon
