afternoon Mrs. B. H. Roper Introduced
the subject of tha World's W. C. T. U.
with an Interesting sketch of the be
ginning of this world work. She spoke
of the tour of Miss Willard on this
coast, when the Idea of the world's woik
wns suggeHted, which was organised at
Detroit and which now enrolls 60 na
tions nnd half a million members.
Lady Hnry Somerset was the presl-J
dent. Mrs. Roper spoke or seeing mis
remarkable woiian at Tremont temple,
Boston, and of having been much im
pressed with her consecration. Lady
Carlyle Is now the president. Eight
round the world missionaries have trav
eled and organized many unions, In all
i these countries. Mrs. unruh spoke of
the work of Mrs. Mary C Leavltt of
Boston, the first of the round the
world missionaries. Miss Jessie Ack
ermann of California wae another
spoken of. Mrs. Unruh alao told of the
ifclyglot petition, which became so im
mense that It could not be moved. It
was presented to many nations. Mrs.
U. L. Hidden BDOke of seeing Miss Wil
lard at Detroit, where the World's W.
C. T. U. was organized, fine waQ per
sonally acquainted with Mrs. Leavltt
and had also met Lady Somerset. The
next world's convention will be held In
London. Refreshments and a social
-session were enjoyed at the close of the
program.

ter board yesterday after holding a
meeting In the mayor's office. Tha re
vision board will have tha work of re
vising tha present city charter and pro
ofing such amendments as tha mem
era think best for tha manacement of
the cltv's business. The amendments

Alt hough the members were appointed
to revise and amend the present city
charter they may draft en entirely new

There Is growing sentiment favoring
the adoption of a charter similar to the
Des Moines plan and It Is expected that
such a scheme will be discussed by the
members.
Five of the members were recom
mended by the various push clubs, while
two were recommended by the council,
leaving eight members whom the ap
pointing committee selected at will.
When the committee meets Mayor
Lane will call the members to order
and explain the work that lies before
them. - An organization will then be
perfected and uie work will be started
aa earlycas possible. Inasmuch as there
remains but two months in which to
aaaomplish the task that has been cut
oul for the revision committee tne mem
bers will be required to hold several
meetings a week.

sioners regarding tha condition of tha
Llnnton road. Tha macadamised part of
tha road la In many plaoes merely a,
patch of rolling atoijea, and .travelers
now drive along tha sides. But tha dirt
Ides will soon be worn out, too.
Road Superintendent Chapman says
that automobiles are to blama for tha
condition of tha road. The Llnnton
road has a larger auto travel than any
?ther, aa ll Is the onir thoroughfare in
hat direction. The worat part of tha
road now la five or six miles out, be
tween Portland and the Claremont tav
ern. Thia roadbed was built about ona
year ago.
Many people do not realize that auto
mobiles wear out a road faster than
any other class of traffic," said Mr.
Chapman. "On a macadamized road
the wheels of wasons pack tha earth
and keen If in good condition. Gravel
and llttlestones on the surface are
crushed or packed into the dirt. But
wnen an auto comes smashing along it
tears off the surface. Jars the earth be
neath, throws the dust to tha side of
the road and scatters the gravel or lit
tle surfaco stones, in a little while we
find that the road is 'skinned' all tha
surface swept away.
Mr. Chapman Bays that ha believes it
will become necessary for Multnomah
county to build roads for auto wear as
well as for ordinary traffic, for automo
biles have come to stay, and they will
keep tha county busy building roads for
ail time unless tney are oonsiaerea in
tne construction.
By using oil and sneclal construction
the road can be fortified against tha
auto, to cover tne extra expense Mr.
Chapman advocates a special tax on au
tomobiles, the money derived from it
to be devoted exclusively to roads that
are most used by the machines.
What will be done with the Llnnton
road is undecided. It 's too late in the
season to oil. and the commissioners do
not like to rebuild with macadam just
now.

himself unbidden and tried to explain
away the dissatisfaction.
There was a large attendance, and
every property owner signed an agree
ment to stand his share of the expense
of a thorough Investigation of the mat

of as the probable attorney to be en
gaged on the case.
Mr. Glebisch was present and re
sented the term "graft" as publicly ap
plied to the )ob. He was told that It had
not been applied to him personally, but
that there was Kraft somewhere, and
the property holders Intended to find
out where, and that since he had come
unbidden to refute the charge he must
feel some of the responsibility.
Mr. Glebisch said that he had lived up
to his part of the contract, and that
tho fault did not He with the con
tractors. He also protested that the
kind of work wanted could not be done
for the price paid, but the residents In
dignantly objected that that should have
been provided for in the contract snd
not after it was all done. The mem
bers of the meeting felt that his ex
planation was halting; and unsatisfac
tory, and Justified more than ever their
decision to Investigate the matter and
see where the blame lay.
There has been a good deal of dissat
isfaction felt In North Alblna about

plaints have been registered now and

Slgnor DeCaprlo's band will play at
the Pendleton agricultural fair. The
contract was awarded yesterday. The
organization will be practically the
same that Is now playing the park con
certs here.
The fair opens In September, to con
tinue 10 days, beginning September
28, and closing October 8. It will be
on a larger seals than ever, and the
best of attractions are therefore being
secured at an early date.
This Is the third year of the agricul
tural fair and It will be the second sea
son for Slgnor DeCaprlo's band there,
that organization having filled the con
tract the opening year with great
credit
Many requests have come from the
public to have the free park band con
certs continued to the end of August,
In view of the successful season. The
solution of the question rests with the
park board and tho city council. It be
ing for them to provide, through appro
priation, the few hundred dollars neces
sary for the additional weeks.
The season will end with next week
under present arrangements. In view of
the fine weather and the popularity of
the concerts the season will possibly
be extended another two weeks. This
at any rate is the wish of the thousands
who attend the concerts as faithfully
as the days roll by.
Last night's concert at Holladay park
drew the usual laree Wednesday even
ing crowd, numbering several thousand
people. A fine program was rendered.
and several encores were responded to.

by hopes to exonerate himself.
