Freight rate on wheat and flour
from Paolflo northwest port to the
orient will advance materially on Sep
tember 1. This announcement wm made
this morning y representatives of the
trana-Paclflo steamship line. It la
held that the prevailing; rate do not
even pay exppnsea. They were put In
to drive Irregular tramp steamers out
of competition.
The new rate shows an Increase of
from 60 cents to Jl per ton. the greater
advance being; placed against shipments
to Japanese ports and Hongkong, whlth
er most of the breadstuff finds way.
The new rate to Japanese ports will be
3 per ton to HongKong, 3.&o to Bhang
hal and Manila. Si and St. 6.0 to Amoy
The present rate Is 12 to Japan and
Hongkong, $3 to Manila and S3. 60 to
hanghal.
While It Is stated that the old rates
left no margin of profit. It Is also be
lieved that large shipments of bread
stuffs will be made this season to
ports across the Pacific. Neither Japan
nor China bought verv much wheat fast
year because prices were high and times
were poor in tne orient. Put financial
conditions are gradually Improving over
mere, and nonce more liberal purchases
are ajuicipaiea even at tne nigti prices.
The new rates become effective from
Portland and the several Puget sound
nd Brltljsh Columbian ports at the
same time. Meetings for the purpose
of adjusting the rates were neld In
Seattle several weeks ago, and it was
announced then that the advance would
in all probability be made. The new
rate is, however, more In the nature of
restoration of the rate prevailing be
fore the cut decided upon for the pur
pose of fighting the tramp steamers,
BO that there Is no reason to believe
that It will moot with a wave of com
plaint from shippers.

reached port during the past 24 hours.
The State of California, from San B'ran
cisco, brought 274 passengers and a full
cargo of freight.
Captain Nopander reports having en
countered strong headwinds and seas all
the Way north. at Ilmen tho waioc
breaking clean over the bow. And the
vreather- waa cool, but neverthelaRB the
voyage was pleasant.
The City of Panama, from Coos Bav,
ran Into a cold wave of atmosphere so
cold that the passengers had to wrap
up to keep from freezing. The officers
says It was regular winter weather.
This is the City of Panama's last trip
out of here In th.) Coos Bay line, as

Henry A. Hunt, for nearly a quarter
f a century connected with the weath
er bureau of Australia, Is In Portlana
today on his way around the world to
tudy methods employed in forecasting
the weather and Incidentally to glean
information as to which instruments are
considered the most reliable.
Mr. Hunt called upon District pore-
caster Edward A. Beals of this city this
mnrntnir and was shown througn tne
large and complete establishment In the
Custom House building. He took note
of number of valuable ideas carried
out here with the Intention of incorpor-
tlng them with the service in nis own
land.
From here Mr. Hunt win go across
thn continent to New York, thence to
England and continental Europe, where
o will visit tne large weatner oureau
tatlons and thereafter return home by
ay of the Suez canal, thus describing
a complete circle aruuna the globe.

hours at Senttle and came on to Port

upon the fleeing negro to surrender
and finally began to shoot, though not
with the Idea of Inflicting a wound.
The negro ran up Flander to Thir
teenth and was finally cauaht at Four
teenth and Gllsan. The den was watched
until late Inst night In the hope that
some of the white frequenters would
put In an appearance, but the offloera
were disappointed. The case of Morgan
and Redd will be henrd In the munlolpal
court Thursday.

the local station. Is pleaied and re
lieved of much anxiety with the pros
pect of a foghorn that can give whistle
which will enable mariners to get their
bearings. The old horn Is said to have
been a snare an! a delusion. The Im
provement will be a benefit to all Coos
