Three missionaries in India, two In
China and one in Manila are being sup
ported by the Columbia river branch of
the Women's Foreign Missionary so
ciety of the Methodist church. At the
third quarterly meeting of' the branch
yesterday the secretary, 'reported re
ceipts of 18.428 during the last nine
months, and It .was agreed that at the
October meeting It will be necessary to
provide for additional missionaries.

City Auditor Barbur is In a quandary
as to the method of viewing property
to be assessed for improvement work

Barbur believes that according to the
court's ruling the auditor must person'

the auditor will be overwhelmed with
work that now develops upon the view

Dr. Esther C. Pohl, etty health officer,
has Issued a notice stating that there
are but eight cases 'of small pox In
Portland and that most of these have
come In from surrounding towns. Dr.
Pohl stated that there was an epidemic
"Vdurlng May in the vicinity of the Chap
IM.an school but most of these cases
were very mild and were stamped out
in a short time. The notice was is
sued because of the belief that has
become prevalent that there are many
cases In Portland at the present time.
Arrangements have been made by
which the delegates from Oregon to
the national convention of the Indo-
?iendence league will leave Portland on
he evening of July 20 over the O. H.
A N. for Chicago. The , convention Is
to meet In that city July 27. There
are 18 delegates from Oregon and the
party will be taken In a speolal Pull
man attached to the O. R. & N. train
at Portland and changed to the D, A
R. Q. at Ogden.
Judge Wolverton In the United
States court Is to take the case of the
O. R. & N. against the Oregon railroad
commissioners and Attorney-General
Crawford, involving the question of
rates In this state, under considera
tion. Arguments were concluded yes
terday afternoon, J. N. Teal appearing
for the defendants and W. W. Cottou
for the railroad.
Baggage smashers at the Union depot
ware astonished yesterday afternoon to
see a valise burst Into flames in the
baggage-room, with no one near to hold
responsible. The hose was turned on
the flaming valise, and an examination
of tha charred contents showed that It
contained matches. It is supposed that
some of the matches were ignited
friction in handling the valise.
A controversy , that arose some time
ago over the form of a notice sent to
manufacturers by State Labor Commis
sioner Ifoff was settled last night at
a meeting of tha boar of directors of
the Manufacturers' association.
, The' notice in question was sent out
by the commissioner to Inform manu
facturers that their inspection fees were
due and that Immediate payment would
facilitate the-' Issuance of certificate
promptly upon completion of Inspection
of their various plants. Tha object of
the commissioner was to facilitate issu
ance of the certificates, but tho un
fortunate wording of tha notice made
it appear that he was trying to milk
the manufacturers . for fees without
making the inspections as required' by
SCoff's better Bead.
At last evening's meeting the follow
ing letter from Commissioner Hoff to
President Fletcher LWin was. read, ex
plaining the commissioner's course:

tention has been called to interviews
given out in behalf of the Manufactur
ers' association to the Telegram and
Portland Journal of June 29 censuring
my conduct of this office. I regret that
so much newspaper notoriety has been
given to a matter which could have
been easily adjusted by this office and
the Manufacturers' association. I do
not think that your association has any
wish to cripple my work'by detracting
from my character either as regarding
efficiency or integrity. In using the
cards taken exception to in the inter
views. I adopted the form used by tha
wasmngton commissioner, but unfor
tunately I see that a double construc
tion can be put on the meaning of the
same.
There Is no Intention on the part of
this office to renew any certificates ex
cept upon relnspeotlon. The cards ere
used to call attention and to facilitate
tha work. If the money is in the treas
ury when the inspector's report arrives
the certificate can be issued without
any further delay. In the future I shall
change the wording of the cards if
thought necessary to Issue the same, so
that no mistake in the meaning can be
made. I
It Is my Intention to make the work
such, as to give the greatest guarantee
of safety to both employer and employe.
It is certain that in this matter their
interests are Identical.
In order that the work, which Is as
yet new and in which there is much
to learn, can be made more perfect, I
desire and ask .your earnest support and
advice in the matter and shall always
be glad to hear by letter or in person
any suggestions that you may think
beneficial. I Shall always thoroughly
oonBlder such advice and act on any
and all suggestions that will hetter
serve all concerned.
I trust that vour oriranliatlnn will
remedy, through the same sources, the
Injurious impression that the above
mentioned interview has caused.

$3,800.

Charles Cogswell left an estate worth
1 72, 866, as shown by the report of Ap

and N. A. King, filed In the county
court yesterday. Approximately half the
estate consists of Interest in or bus
iness connected with the Warner Val
ley Stock company. His holding of
stock, comprising 247 shares, are placed
at 2f700, while $9,000 mere is du
th estate on notes and accounts of
th company. . Seven acres of land In
on tract In Clackamas, county are
alued at 88,000 and two shares In th
Oregon Life at $2,000. The remainder
of flier estate largely consist of note
secured by mortgages on real estate.

Coos bay service resumed. The steam
er "Panama" has been secured by the
Portland Coos Bay Steamship com
