The Shaver Transportation company's
new tow boat Shaver was launched
from the yards of the Portland Ship
r building' company in ' South Portland
at I o'clock this morning. , A ' large
: number of friends of the company wit
- nessed the launching from .the decks
. of the ' steamers .'Wauna and ' Sarah
Dixon of the Shaver fleet.
Shortly after taking the water the
Shaver started down the river with the
, earan Jjlxon and Wauna, under her own
steam, and went to the moorings at the
foot of East Couch street to receive
' the finishing touches and necessary
- equipment. - -.
. The slide from the ways was not very
long owing to tne mgn water in mo
river, but It was 'long enough to make
It interesting, -especially since it was

. of the shipbuilding firm released the
blocks that held the cradle exactly 'at
the appointed time as always, and a
moment later the boat - was ', sliding
v gracefully on her way.
The dimensions of the Bhaver are.
..Length. 166 feet; beam, 20.8 feet; depth
of hold, 7 feet. She is equipped with
18V4-inch engines with t, six-foot
stroke. The boiler Is .26 feetr long and
t has a 76-Inch shell, carrying a pressure
of 800 pounds of steam. :''.
The Shaver will be engaged In towing
log rafts on the Columbia ana Willam
ette rivers as are the Sarah Dixon and
; Wauna and she will go Into commission
In a few days.' , ,
POLICE BACK DOWN.

""- Captain E. W. Spencer, owneraf the
steamer Charles R. Spencer, much real
. property, mining stock and piles of
money in nara, coia caaa, was arrested
,' last night for running a wharfinger's
business without a license. ; But he was
. released on very short order after hav
ing threatened the city with a damage
suit for false imprisonment. And he
did not put up bail either. He did not
have to.
This morning Captain Spencer called
at the police station again and asked
ta be arrested on .the warrant sworn
: out against him, but he was denied
- the- privilege and will probably have
no opportunity to see the inside of
the jail. But the matter is being dis
' cussed this afternoon by the city's legal
' lights. '
Captain Spencer, who Is also ex-chlef
of police of Portland, was arrested at
his home, 161 Broadway street, last
night after havlner returned from an
Inspection trip to his mines in south
eastern Oregon. The warrant had been
sworn out by City License Collector
M. A. McEachern, charging -pirn, with

. ger at the Washington street dock with
out having, secured a license. Patrol
man Van Overn served the papers and
Captain Spencer went with him to the
, police station without offering any ob
jections. Although disliking to be dis
turbed after having made himself com
fortable In his cosy corner he realised
It was no fault of the patrolman. He
could not help it " , , -
But at the station, in the presence
of Chief Qrltstnacher and his iaptains
and .clerks. Captain Spencer ffellvered
. some private opinions of his own in
, very plain language. Chief Qrltstnacher
listened and then said it would not he
. necessary for him to put up ball for
his- appearance if he would promtee
' to show up at t o'clock In the morning.

rested and you lock me up, but the

New Equipment for Life-Savers at

Astoria, Or., June 87. Captain Wick
lund of the Point Adams life saving
station today received two launching
carriages for the life boats and the re
sults obtained from their use will add
wonderfully to dispatch in answering
alarms of distress. Captain Wlckluna
says the department will replace the
present 12-horsepower gasoline lifeboat
with a new up-to-4jte 36-horsepower
boat, which. Is expected at the station
shortly. During the present season the
crew has saved five fishing boats from
destruction and the lives of the men
who operated them and has saved tnany
nets that were lost by fishermen. ,
Captain A. F. Plllsbury, surveyor for
the San Francisco hoard of marine un
derwriters, returned today from Tilla
mook where he went to Inspect the
wrecked schooner Ida Schnauer, which
went ashore near there last week. Ho
reports that the vessel Is a total wreck
and recommends that she be abandoned.
-The San Francisco board of marine
; underwriters have rejected all the bids
received for floating the steamer Min
nie E. Kelton end authorising Captain
K. C. Genereaux, salvor for the under
writers, .to take entire charge of rais
ing the vessel, and he will make an-
other attempt to float her. ,

9 o'clock-this i morning with 333 pas
sengers and a full . cargo of freight
bound for San Francisco. It was the
largest list of travelers ever carried out
of here by that steamer. She was taxed
to capacity excepting for a few vacant
berths In the steerage. .,
The State of California came on the
run to take, the place of the Senator,
which was sent to Nome, and baa. been
keeping up with the schedule in fine
Shape. It " Is possible, however, that
the fine steamer' Queen will be sent
north next trip In place of the State,
the Queen now being on . the
State's - former run between Ban.
Francisco and San Diego. - The Queen
is of about the same dimensions as the
State and la equipped, with wireless tele
graph apparatus. . .

Paris, June 27. -Charles Bertrand. a
mechanic, aged 5 years, yesterday lost
an eye, and Is how lying in a hospital
because nature has bestowed onr him a
nose of phenomenal dimensions.
He was walking along the Rue Croix
Nlvert when a man approached him, and
walking by his Bide, continued to take
an offensive Interest In his facial ap
pearance. Bertrand Is accustomed to
annoyance of this sort, but In this case
it was ' so pronounced that ha turned
Into a cafe to escape it
But the man followed him, and, ac
costing him peremptorily, demanded
what he meant by going about with such
a monument on his face. The owner
replied sadly that he was irresponsible,
but the man declared, that , he was an
artist, and would not stand it. -:
He thereupon drew a revolver and
fired at the object ,of his hatred, but
aimed so badly that he shot the un
fortunate Bertrand through the left
eye. He was at once arrested, and his
victim was removed to the hospital.

of the Pacific coast states and which
contest is conducted by ballots sent by

acceded to the prisoner's request to let
him go and kill ner.
Serao returned to prison a couple of

dead, and was content to await his own
further punishment. The Jailer has

pressure area yesterday over the lake
region now overlies tne Atlantic states,

have occurred in Oregon, Washington,

lum, hereby invitee sealed proposals
for furnishing the following supplies
to the institution for the six months
ending December 81, 1908: , Groceries,
mill feed and flour, meats and fish,
dry ; goods, drugs, stationery, leather
and findings, shoes, plumbing, hard
ware, tinning, crockery and glassware.
Lists of said supplies will be furnished
by the clerk of the board upon appli
cation. Samples can be seen at the
asylum, and goods must be In accord
ance therewith. Where samples axe re
quired and not furnished by bid
ders, the articles must be equal to

bids will be assumed to have been made
on basis of samples. All goods must
be In strict accordance with samnl In
