COUNCIL TURNS v
i OVEK HYDRANT COIN
An ordinance which will keep the
sidewalks and vacant lots as well as
occupied land clear of grass, thistles
and brush was passed by the council
yesterday afternoon. - The measure Is
one of the. most sweeping ever pasied
by the city and provides a penalty for
those who violate It. .
No person will be allowed to grow
anything on hts property within the city
limits higher than 10 inches, save such
plants as are used lor ornamental pur
poses if the ordinance is signed by

Several of the councilmen thousrht the
measure too drastic and voted against
it on mat account, councilman Cellars
asked If the measure provided for the
removal of grass and weeds from streets
by - property owners In front of , their
property. - He said that If possible he
would like to Incorporate that provision
In the ordinance, because It would be
an easy matter for tne property owners
to keep : the streets clean by - a little
extra work on their part, and declared
that be has done this himself for some

After months of wrangling over the
question as to whether the city or the
water department should be compelled
to purchase additional fire hydrants the
. oounoilmen gave in yesterday and ap
propriated $30,000 for the purchase of

priated out of the funds of the water
board at the beginning of the year for
the purchase of hydrants to be used for
the installation of water mams.
The ordinance appropriating 180,000
for hydrant was not passed without a
. fight and was in fact voted down at
first utter tne council reconsiaerea its
vote and Councilman Beldlng switched
over and voted for the measure.
Mavor Lane took part in the debate.
Councilman Wills presiding over the
council. The mayor explained the rca
- sons of the water board in refusing to
purchase hydrants by stating that it
seemed unjust to him to expect the

drinking and cooking purposes and have
the money delivered to buy hydrants for
the protection of the general public. He
said that such an arrangement did not
appear equitable to him or to the mem

Judge O'Day learned something about
the difficulties of baseball players and
tnanagere yesterday. ' His knowledge
along that line was Increased by testi
mony in the case of Charles W, Moore
against Pascal Hill and others, the de
fendants being the backers of the 8t
Johns ball team as a member of the Tri
City league In the season of 1907. -
Moore Is a professional ball player
and was originally , employed at $0
per month. Later on his compensation
was i ineressed to $100 per month.
Whether this latter salary was condi
tional or absolute Is a disputed point
the defendants admitting that they
greed to pay the salary, but say it was
to be paid only on condition that public
subscriptions were received as hoped
for. But say the defendants, the sa
loons were ciosea on Sunday and as ths
ball games were played on that day
they were not liberal i Bhelling out1'
The result was a depleted treasury and
disappointed ball players.
