the city were losers of the money which,
the former official .is. said to have em
bezzled from the - "Incomplete work"
fund, has. It is declared, obviated any
danger of a criminal prosecution.
It is highly improbable that the con
tractor will attempt to bring a criminal
prosecution. They ere loath to-discuss
the present status of the case.
"There has never oeen any chance
of a criminal -prosecution against my
client." declared Attorney Morris todav.
"Rlplinger is coming back to Seattle
and I vontura to say that be will never

COLUMBIA COLLEGE
' FORCED TO ENLARGE
(Special Dlspatca to The Jocmal.)
- Milton, June 20. Columbia college,
tha college of tha Methodist' Episcopal
Church South at this place, la having
no difficulty In raising a 260,000 fund
for new buildings and equipment,'' 210,
000 of that amount having been sub
acrtbedL already. , The college . has ad
vanced In the last few years until It is
absolutely necessary to enlarge Its ca
pacity and to add new equipment. Sub
scriptions have been made liberally In
all parts of Umatilla county. Morrow
county and other parts of Oregon. It la
hoped to raise the entire 250,000 this
season so that the new building may
be -erected- - by the beginning of the
winter term at least. , -
Lumber manufacturers 'and dealers
received tha hews of the Interstate eom
.roerce commission's ' decision In the
freight rata case with great enthusiasm
yesterday. Whichever way the decision
had gone would have meant a more solid I
basis upon which to figure, but It was I
with tha .-v. deepest gratification i , they
learned that their's was the victory. '
; Return to the old rate should . encour
age orders from the affected territories.
and It is supposed that eventually,, if I
not at once, the ' market will become!
more settled. For several months it
has been a Chinese puule toeverybody
in the lumber business, and aa a result
quotations have been run into the
ground. Lumber has been sold cheaper
during the, past spring than for many
years and dealers attribute this largely
to the unheaval caused by tha freight I
raie aavanco tasi uciooer. . ,
Locally, low prices had a stimulating
effect upon the building industry and
mousanas nave promea oy ine rate-
cutting tactics to which manufacturers
were forced In order to Invite trade and
keep their plants in operation. ; Foreign
buyers sent In large orders from over
tne sea. it has, given Portland a num
ber of new and handsome dwellings and
it is quite probable that mora will rap
idly follow, now that the much wanted
decision haa been handed down In favor
of tha lumbermen, and renewed activity
of business in tne affected territories.
That the cost of building has been
greatly reduced ' during tha past - six
months Is admitted not only here, but
all over the United states and the fol
lowing specific information supplied by I
a cieveiana operator snowing tne rela
tive cost of building In 1907 and 1902

A novel type of building construc
tion aa applied to that class of strua
tures adapted to house great aasemblle
of people and especially to safeguard
school children and theif teachers
against constant peril from both fire
and panic, is described In the fire-proofing
number of Cement Age, New fork.
Tha central idea embodied in the
Jilan presented for school buildings, Is
o form, centrally, within the walls of
me ounaing structure, a rireproof place
tof refuge, which shall be Instantly
available through fire doors within Its
waus connecting directly with every
floor and its series of rooms, and which
shall have suf iclent , capacity to tem
porarily house and safeguard all the
occupants of the building and from
which by ample stairways ' they can
leisurely wend their way to the outer
air through a protected causeway

While the savin r of human Ufa la
the primary object of this novel feature
in building construction, a seoondary
object of great significance to fire de-
fiartments and to the public generally,
s the- ready access afforded and the
means employed for fighting the fire
centrally, and at close range, without
in the least Imperiling the lives of -tha
firemen. .
A third feature of much incidental
value lies in the direct access which
the citadel gives to every room in the
building, and their lnter-connections,
and especially its value as a means
of Ingress and egress of the pupils,
without in the least disturbing the oc
cupants or recitations In- any of tha
otner rooms in the-building. . -;
The citadel proper. sav zor numer
ous flredoors connecting with each
floor and basement causeway, is a closed
and indeiendent structure resting on
its own foundations and extending from
basement-to roof, which is capped and
fireproof ed, presenting no opening, save
for the firemen's use and for artificial
ventilation. ,
