City Engineer Taylor points
Out Urgent Necessity of
Placing Portland on foot
ing With Other .JTodcrn,
Up-to-Date Cities. ;vl
City Engineer Taylor stated .'today
' that a revision of th etf charter. Is
th greatest need of thViCclty aft the
present time and that only a complete
change from the narrow methods ;ln
force will make Portland develop Into
city which her resources of pepuia-
. la Hon and wealth warrant.' The. de
velopment of park eyitema. boulevards
eind other civlo Improvementa cannot
be accomplished at present because of
. the (Charter, said Taylor this morning,
despite the growing demand . for such
improvementa. v ' ' .'
City Engineer Taylor, favorat the en-
: Jargement. of the city's rights to es
tablish Improvements and said that the
high cost Is almost entirely due to the
methods which., govern, street and other

Delay to Xopeless,
There is no doubt In ny mind that
the present prices charged by "con
tractors are due to the delay which
i Is possible under our present system of
establishing improvements.. When a
t contractor takea contract for a street
improvement he does not know whether
he Is going to fret his money In a few
months or In four or Ave-years, .Ac
cording to:the system we have -at ores
ent It i . possible for the .(Smallest
property ownr on the .tmt to hold
up . the payment for years. ."Because of
this fact ,th contractors ,-iw - forced
to add a percentage to what' would be
a fair prjce were they sure they 'Would
get their money in a reasonable time, r
"It is .as unfair to blame the. con
tractors for: the extra , charge as it
would be for a man to go to a Dank and
ask for a loan, without paying interest, j
It Is simply a business proposition and
the people are held up because -of the
charter - provisions regulating improve
ment won, . . . . -
. Tavor Assessment Vlaa.
4The district assessment Dlan Is a
good one and Is the only: way in which
large, work can be dona- Seattle has a
food system along; this line, and I un
erstand that the work proceeds to on
end with very, tittle legal trouble, In
Portland we-have nothing but 'law
suits which hold up our work and for
that reason, alone chanses are desired.
If City Attorney Kavanauab goes to Se
attle, to. investigate the system .used
there I am sure ha will find much that
la good and could be used in Portland.
'Take for instance the right of emi
nent domain for securing park sites.
That is something we need greatly. We
often have cases where we would like
to condemn small pieces of land foi
parkin)' purposes -but are unable to do
it henauaa via have not the riarht. - By
giving the city the right or eminent do
main ana esiaousning a metnoa at pro
viding funds Portland could eoon have
a splendid park and boulevard system.
TO attempt such a thing at the present
time simply means to forecast a large
number of law suits that would , drag
intermlnably. ' : . 4i
"Take further In regard to the char
ter provisions. In my oiTlce the city Is
limited in securing assistants. The
charter provides that they shall not be
paid more than 2 1,800 a year. To one
who U acquainted with engineering fees
the salary seems riaicuioupiy iow, ijv
Bntte that fact the - cresent force has
hun chla M iharutl successfully Jll
problems that have been presented by
the council and boards.. ,
. . -tf a,, .r. tn liiva a larre City with
in keeninr we must have
more liberal privileges to cawy on the
necessary work. The sooner the present
charter Is revised the better it will be
for the city. Do not understand me,
however, as wanting to hasten the
work at the sacrifice of the city's in
terests, but"! do want to Bay that the
worle should be taken up and accom
plished as carefully and speedily as
possible. "
