of the Insurance rates is to come up

already evident that the proposal will

, The proposal which is to be acted
upon is not merajy to Increase, the as
sessments from now on, but Is retroac

who Joined the order prior to 1898 will
be required to pay the difference be
tween their present assessments . and
the assessment rates which it is pro
posed to establish from the date of
their identification with the organiza
tion, if they wish to keep up their in
surance, ':
This plan Is put forward despite the
fact that . on January -1' of this year
the treasurer's statement showed that
there was a surplus of nearly tl2,ono.

test to prevent, if possible, the adop
