KAISER DEFUSES

Sphinx-Like Attitude Main

By Malcolm Clark.
Berlin, Jun 6 It la getting to be
mor and more difficult to make out
what th kaiser's real feelings toward
Franc are. Whil he la doing every
thing in his power to arrange a Franco
German exposition In this city 'next
year, while he ordered that th French
student who recently visited Berlin
should be shown courtesy, and whil
ha is apparently . very anxious to have
President Fallierea visit him at Pots

th same time striving to stir up trou

There Is no doubt that the fact that
so mucn publicity was given to the re
port of Ambassador Dr. Rosen at Tan
gier was due to th kaiser's sharp ar

Morocco would never have been written
uninspired.
There are many who fear that unless
