With the boats pitching and rolling
fearfully it was Impossible to snatch a
wink of sleep while the boats were at
sea and hence it became utterly neces
sary to put Into port to give the crews
chance to rest up.
The torpedo-boat' destroyers Preble
and Perry are large enough to with
stand a jjood rough sea and navigate in
any kind of a storm that can be weath
ered by the ordinary deep-sea-going
cratt and they fared fairly well on the
run, but they had to convoy tne smaller
Fox, Davis and Farragut, and henee
were a whole week coming up from San
Francisco, whereas last year the Preble
made the run in 36 hours.
The Preble is the flagship of the flo
tilla and for that reason carries a band
of yellow round her second funnel. She
is anchored at the head or the bunch,
with the Perry and Farragut strung
out astern and the Fox and Davis to
port, close to the east bank of the
river.
The smaller craft were built chiefly
for harbor protection and their run up
the coast is therefore considered a tine
piece of seamanship. Those in com
mand of the respective boats say the
atorm off the coast was worse than any
thing experienced by the Atlantic fleet
in coming around the Horn.
EXONERATE CAPTAIN BAILEY.

dered their decision in the Alllance
TatoosK case, exonerating Captain
Charles T. Bailev of the bar tua- from
being guilty of tho charge of conduct
unbecoming a. .licensed mariner.
, Captain W. B. Olaon of the steamer
Alliance had preferred the charge
against-the Columbia river pilot, and
at the hearing held several days ago
before, the inspectors related the cir
cumstances as set forth In the com
plaint, but the Inspectors hold that
the charges were not substantiated.
The case grew, out of an accident
that overtook the Alliance when coming
north from Coos Bay last winter, and
when she lost her rudder and nart nf
her propeller. Captain Olson managed
to work his vessel to the mouth o the
Columbia- river by rigging up a Jury
rudder, and when anoroaehed hv the
tug TatooBh asked Captain Bailey to
state his terms, for takina- the Alliance

to do this, and returned to port. The
following morning he came out again,
and after considerable delay delivered
a message to Captain Olson carrying
instructions from the Portland aaent

Steps to Be Taken Soon to Blow Up
Old Barge.
Three launches have lost their rud
ders during the past three days by
coming; in contact with the wreck of
the old barge that lies partly submerged
on the east bank of the river about mid
way between the steel bridge and the
Victoria dolphins. The launches were
engaged' in carrying passengers .to and
from the cruiser Charleston.
Repeated complaints have been made
against the wreck, which steamboatmen
and launch owners declare Is a dan
gerous menace to navigation, and It - Is
understood that permission Is about to
be obtained from the department in
Washington to, have the menace blown
up and hauled away at the expense of
the- owners.
Ownership of the barge is disputed
by the Oregon Round Lumber com
pany and the O. R. & N. company,
neither wanting- to claim the property.
The barge was supposed to have been
under lease to' the O. R. A N. company
when it tipped over and dumped a load
of coal into the river, with the result
that one of the men engaged in shovel
ing the coal into buckets lost hla life.
The company had secured the barge
from the Oregon Round Lumber com
pany. Suit to settle responsibility la
now before the supreme court . 1 1

Steamers Roanoke and Alliance at
Docfca Tills Morning.
The steamers Alliance and Roanoke
arrived In the- harbor this morning, the
former from Coos Bay In command of
Captain Olson, and the latter from San
Pedro via way ports in command of
Captain Dunham. The Roanoke had
rough weather until near tho Columbia
river but the Alliance reports a pleas
ant trip.
The California liner brought 112 pa
sengera and a large quantity of freight.
The Coos Bay liner brought 70 passen
gers and about 200 tons of cargo. In
cluded In It being several carloads of.
Ptfrt Orford cedar sashes and doors for
transshipment to Chicago. She also
brought a large quantity of -condensed

arrived here yesterday morning, also
took wheat in the hold and then pro
ceeded to Linn ton to take on a Jo of
piling The Yosemite, too, will com
plete her cargo i at Tongue Point. -
The steam schooner Rainier, -which
