Investigations inade by ths Taxpayers

sulted in that body offering the follow
ing digest and suggestions relative to
some of th Initiative jnd referendum
.measures to 'be -voted on, at, the June
election. The league has always been
active In -ts ; efforts' to i secure better
laws for the benefit of the people, and
no little Interest attaches to the recom
mendations made with reference to pro
posed new statutes. The league's re

While .the objects for .which the Tax
payers league of.portland was organised
are limited in their scope, certain of the
amendments to . the constitution ; and
laws which have been proposed under
the Initiative and laws n 'which the
referendum has been invoked and which
are to be submitted to the people at the
coming , June election come properly
within its Jurisdiction, and to these they
have given consideration. ,
The recommendations upon these ques
tions should be accepted in the spirit
they are made. The league Is looking
for no controversy, but if the result of
their deliberations are of service to
others the recommendations made Will
have served their purpose

the extreme. Its purpose is to cast
upon real estate substantially ail the
burden of taxation and would completely
change tho system now and heretofore
in effect in this state. . No such radical
measure should be supported by the peo-
?le without the fullest and most care
ul consideration. In view of the purely
speculative and theoretical reasons ad
vanced In its favor, the uncertainty of
Its.actlon. and the fact that but limited
time has been given for its considera
tion, we feel it would be extremely un
wine to adopt this amendment.

"Shall the corporate powers of the
Port of Portland be enlarged by auth
orising it to establish and maintain
towage and pilotage servioe upon the
Columbia river bar and on the Willam
ette and Columbia rivers between the
southern limits of said port' and the
sea; with authority, for the purposes
aforesaid, to issue and dispose of its
bonds in amount not exceeding 8500,000.

Abstract and Suggestions.
The -objects a4 purposes of the
amendment are, as stated in tne ballot
title, to authorise the Fort of Portland
to establish and maintain an efficient
towage and pilotage service upon the
Columbia river bar, and upon the rivers
between Portland and the sea, and to
that end to purchase. lease, control and
operate steam tugboats and steam and
sail pilot boats upon the rivers and the
bar, and to collect charges for such
service; and for the purpose of ac
quiring the same,' to issue, sell -and
dispose of bonds bearing not to ex
ceed 6 per cent - interest, and not ex
ceeding In the aggregate $500,000; such
bonds to be retired one tenth each year.

cient to retire the principal of the
bonds next falling due, together with

clerk last evening charging D. A. .West-
hpuss with Insanity. He was immedi
ately lodged in the county Jail to await
examination.

was pardoned by tha governor yester
day with tha express stipulation that
he should abstain from Intoxicating
drinks. Atkinson could no t refrain
from celebrating his freedom from ths
state prison and landed in tha city Jail
last night with tha result that the par
don was revoked and he was returned
to his cell In the penitentiary within
2 hours after he had been pardoned.
Atkinson was sent tin for a ahnrt
term for Umatilla county, convicted of
uttering false evidence of debt...
