French Owners Believe It Better
Policy to Have Vessel Earn Bounty
From Government Than to Hold

The French bark Cornil Bart will be
ready to start for New Caledonia to
morrow morning ana win leave aown
the river If a towboat becomes avail
able. The vessel Is going in ballast
with hopes of picking up a charter to
carry ore from the French possessslon
in the south seas.
The Cornil Bart Is the first wind
jammer to leave Portland in ballast
since about a year ago, and she would
probably not have been sent away with
out freight had her owners not been
Induced to do so by the bounty paid by
the French government for every mile
covered. To the owners of the Cornil
Bart it Is more a matter of making
miles than going laden.
The Cornil Bart has not been Idle
long. She arrived here March 20 with
a cargo of cement from Antwerp and
finished discharging only about two
weeks ago. Since then she has been
made ready for the run to New Cale
donia, her owners having decided when
she arrived here not to let her He idle
any length of time.
With the departure of the Cornil Bart
there will remain six disengaged for
eign nailing vessels in the river the
Brodick Castle, Ancaols, Largiemore.
Leyland Bros, Crown of India and
Donna Franceses, all flying the British
flag.
It Is probable that most of these will
be held here for new crop wheat load
ing:, although there is a certain demand
for lumber droghers. Few owners care
to accept, that kind of business, how
ever, because It takes so much time to
loan and discharge, especially dis
charge, most cargoes going to, ports
Where accommodations are not the best.
The British bark Kelburn, which
reached Astoria day before yesterday,
Is under charter to carry lumber to
Cardiff and London and she would take
out a record-breaking load for a sail
ing vessel but for the fact that she
will tie due to reach tne English chan
nel between May and October, which
precludes carrying more than half a
deckload. With a full deckload the
Kelburn would carry 2.800,000 feet, or
more than tier sister snip, tne Miiton
burn. carried away from here a couple
of years ago.
The law prohibiting a full deckload
of lamber on vessels entering the Eng
lish channel Is considered a poor piece
of legislation, shipping men saying that
a half deckload of lumber Is vastly
more dangerous than a full one. They
say that in a heavy sea a vessel with
a full deckload will ride through waves
without harm, whereas one with a half
deckload will ship water and soon have
her" deckload adrift unless the lumber
Is chained down very securely.
The ' Kelburn will load part of her
cargo at the mills of the Tongue Point
Lumber company and part at the mills
at linnton.
NAME MINIMUM RATES.
Shipowners Place Portland and
Puget Sonnd on Equal Basis.
The Sailing Shipowners' International
union has announced a new schedule of
minimum rates to be effective during
the coming grain shipping season.
Portland gets the same rate as last
year on even terms with Puget sound
ports, the differential formerly exist
ing having been abolished.
These rates Apply to vessels of 2,600
tons deadweight cargo capacity and
under. Vessels of over 2,500 tons
deadweight cargo capacity shall be at
liberty to accept a reduced rate on
their whole cargo on the basis of lHd
(one penny half penny) for every
complete 260 tons deadweight cargo
capacity In excess of 2,600 tons as
above. Fractions of 260 tons are not
to be taken Into account.
The payment of dispatch money Is
not allowed by the rules of the union.

LANDED WRECK SAFELY.
Captain Mason Expects Heavy Sal
vage for the Minnie Kelton.
Leaving ' the steam schooner Minnie
E. Kelton safely moored at Astoria and
in cnarge or a watenman, . captain ni
son brought the steam schooner Wash
lngton to Oak street dock early this
morning to discharge about 200 tons of
general freight from san JTranclsco.
The Minnie E. Kelton was partly
wrecked and abandoned off Yaauina
bay last Friday and 11 of her crew
were drowned in trying to get away
from the vessel, which waa dragging
her anchors about five miles from shore.
The Washington came along, bound
from San Francisco to this port, and
seeing the stripped craft made a close
inspection. Finding her abandoned
Captain Nason sent a hawser on board
and began to tow the wreck to Astoria.
He succeeded in getting her into port
late yesterday afternoon without hav
ing to accept the offer made by the
captain of the tug .Wallula. At one
lime, however, the tow nearly got
caught on the sands on the north aide
of the river.
Captain Nason says he supposed that
the crew had gotten away in safety.,
There was no sign of any bodies around
the wreck, so It is supposed that they
drifted ashore with wreckage or went
to the bottom. There was little chance
for the men to eaulD themselves with
life preservers, and it is supposed that
every one of those not accounted for
was lost
Captain Nason and crew expect to
make a pretty rich haul in the line of
salvage, since the hull Is in good shape.
The craft will probably be brought here
for repairs as soon as the question of
salvage is settled.
The Washington will load wheat and
lumber for a return cargo.

WELL KNOWN SHIP OVERDUE.
Grave Fears Entertained for Safety
of Ship Falklandbank.
The British ship-Faiklandbank, which
Is under charter to load new crop wheat
at this port, is practically given up for
lost, It being 180jdays since she left
Port Talbot for Valparaiso. The Inten
tion was to have the vessel come here
after having discharged at the west
coast port.
Reinsurance on the Falklandbank has
advanced to 85 per cent, which means
lhat there seems very little chance of
ner snowing up. wnen it rises to 90
all hope of Tier reaching port will prac
tically have been abandoned and the
next move will be to mark her down as
