(United Frees Leased Wbw.t
Washington, April 17. Representative
Burton of Ohio today voiced before the
houae what is regarded as ths adminis

depression that followed the money
panic of last fall.
"The real aourco of tha praaant com
mercial dapreaalons, ss well aa other
reasons," he said, "Is the Insrtlvlty
found In the distinctive features of pro
gressive civilisation, where operations
have largely to do with the calculations
upon future requlremanta and where the
greatest profile are realised In the euc
ceaaful anticipation of proaresalve con.
dltlnns."
The Ohio legislator declared that tha
preaent depression cannot be compared
with the panics of 1871 and 1891 be
cause of the enormous Incrsase In the
production of gold.
"A greater cooperation between finan

ganisation of the Salem board of trade
has been brought about the fund that Is
now available to the board for advertls-
ng and other purposes Is 812,000 a
ear, as sgainst 13,000 before the reor

the working fund has made It possible
for the board to employ a larger office
force and to do Its work more effect
ually and as It should be done by such
organisation In a city as large aa
Salem.
Besides the general fund for opera
ting expenses special funds are . pro

streets. Tho board will slso maintain
a park band that will glvs concerts dur
