few minor details had been adjusted. Mr.
Burns said that the union had proposed
to accept VI cents for straight tame and
iO cents for overtime but that further

the overtime scale, the exporters hold
ing out for 44 cunts. In the meantime
the men were to work for IS cents aa
hour, straight time. '
This morning Business Manager Foley
of tiie Urainhamllers' union deulea hav
ing made any euctar proposition as stat
ed by Air.- Burns and declares the union
will hold out for a contract Calling for
49 cents an hour -for straight time, and
$0 cents for overtime. - - '
"We - have made ' no proposition to
work foi-VS cents an- hour," aaid Man
ager Foley today, "and do not propoae
to. Forty cents an hour and time and a
half tor overtime, or 0 cents, is what
we will hold out for. The arrangement
we came to with the exporters Saturday
night was to continue work under the
old scale, 40 and 0 cents, until negotia
tions for - a renewal of the contract
could be tnada"
Mr. Buma, In speaking for the ex
porter this morning, - said that the
strike was due to a misunderstanding
concerning overtime. lie maintained
that an offer had been made to accept
$1 cents an hour straight time, but that
there was a difference as to what the
rate for overtime was to be. '
"They told me that the Portland
Flouring Mills company was willing to
?ay (0 cents overtime: that might be
he case because It Is shipping no wheat
for the time being and besidee it would
sot Injur its Interests to have the coat
of shipping wheat Increased In order to
favor greater demand for flour In for
eign Quarters, but where we 'have to
compete with shipping from Paget

The longshoremen knew nothing of
the strike until they showed un at
Oct's nlo dock this morning to go to
work loading the French bark Molller.
There being no men to truck wheat to

turnea to tneir neaaquarters on Glan
ders street to await the outcome. -
The Northwestern Warehouse com
pany Is paying the old rate on Colum
bia dock No. 2, while negotiations are
pending, this fact notwithstanding half
of the crew quit In sympathy with the
strikers. On Irving dock everything Is
moving along as smoothly as before.

are the British fsark Olticbura, the
French bark Alice Marie, - Edward
Detail's, Moiier and Eugene Pergalin.
and the Norwegian bark Urania. The
Moller was to have begun work this
morning; at Montiromerv dock No. 2.
The Alice Marie needy about 200 tons
more to complete her cargo at Oceanlo
dock. A clause In the charter protects
Exporters against aemurrage cnarges in
caee of sTrikes, so they are not so par
ticular If the vessels are detained a few
aays or weeks If necessary.
It la said that owlna- to the slackness
of the season on the grain docks, a num
ber of members of the grainhandlers

French Bark Turgot VWOJ Return

Meyers, Wilson ft Co. this morning
chartered the French bark Turgot to
bring a cargo of general freight from
Hamburg to Portland. The intention Is
to liavo. the vessel go on the berth In
May so as to arrive here In th early
fall. ,
ThTurgot was her la November
and left for Europe with a cargo of
wheat. She arrived out sometime ago,
and la supposed to be at Hamburg by
this time ready to be turned over to the
charterers. Being of 1,968 tons net reg-
s.l,e has. cpa clt for approximately
4,000 tons of freight.

this morning as .having passed Ventnor,
England, April 10, , bound from Antwerp
