FRANCE SCARED

Special Cable to Journal.
Part France, April 4. Tha Paris
authorities are bothered to death by the
sense of humor displayed among tha
exhibitors at the Salon Dea Artistes In
dependents. Six caricatures of Euro
pean aoveretfne were smuggled Into tha
present display and all ef. them were
of a kind which would have driven the
subjects wild with Indignation had they
seen them.
Caar Nicholas and Kaiser William
were the chief sufferers. Berlin had a
celebration not long ago In memory of
the revolutionists killed In the uprising
of 1874. The picture In question repre
sented Emperor William standing In
front of the martyrs' monument. He
wears mourning. Hie head la bowed
with Apparent grief. Wreath and Im
mortelles are piled lavishly around him
knee deep.. JiiH on his oiajeaty'a faoe
a smile appears about a . foot wide.
This shocked Parle exceedingly. 'ih
authorities did not hear about tha of
fensive plctuea until they had been
several days on exhibition. Then, a po
lice commissary and squad of detec
tives hastened to the gallery, muffled
the canvasses reverently In cloaks and
drove away with them In caba.
' Such foolishness might result la in
ternational complications and the au
thorities cannot understand why the
banging committee let the artiste "get
away with tV - , . ..
What -makes it worse, this is not tha
first tiros such a thing has happened.
Henri Koutou got a dreadful picture of
the -"Jiu JlUuT- Into the gallery last
year. There wae a ring. In the cen
ter the tsar and the mikado strove to
gether. In' a group surrounding the en
closure stood all the royalties of the
old world looking on. Not a person In
the party had on clothes enough to
"flag a streetoar."

LABOR UNIONS WILL
SUPPORT VARSITY BILL
Executive Board Parses Ees
olution Urging . State
.Bodies to Act.
The executive board of the State Fed.
eratlon of Labor has passed a resolution
urging labor union .men In all parts of
the state to support the University of
Oregon, appropriation bill. There are
88 affiliated labor organizations In Ore
gon, and-all of them have been notified
or tne action or tne mate Federation.
When seen yesterday. President C H.
Oram spoke in highest terms of the uni
versity and its work and said that he
was heartily in favor of giving the
school the $25,000 per year, in order
that the state may have an Institution
worthy of her name.
The, action of the State Federation is
merely a recommendation but it will
doubtless be followed by a majority
of the labor union men. Friends of the
university are highly elated over the
leoeration s action .. .
It la said that Eugene Palmer of Al
bany, who is engineering the move
merit against the bill, addressed the
Federated Trades Council last bvmav
night and urged that bodv to vnta
against the pending bill. The fact that
no action was taken by the Federated
Trades Council Is cited by the friends
of the university aa . proof that labor
union men are not in sympathy with
the effort to withhold the funds of the
university.
