When the Hodson slate made it's ap

of any senatorial pledge and throwing
the election of a 1 nltea States senator

time conditions.
Frotests lrom voters.
When this fact became patent to the
voters of the county such a protest
went up from the rank and file of the
party that it put the Hodson element on
the run and the slate has scurried to
partial cover by seeking sanctuary upon
the platform which the machine forced
upon the convention and then repudiat
ed In the announcements of its can
didates for the legislature.
At a meeting of tha slat candidates ,
held yesterday afternoon It was decided
to amend the pledge taken and com',
back on the convention platform. Step '
a re. now being; tskert to amend th an
nouncements filed with tli oounty
clerk, and before the time limit has ex e
plred March 17 the different mactaln
candidates will put themselves on reo
ord aa pledged to vote for the Republi
can choice for senator aa determined ,
by the primaries (n April.
Just how that change would better 1 '
the situation In tha event of lh alat -ticket
Is uncertain. It Is Still th plan I
to nominate Fulton If possible, and then
to beat him In June. Fulton la pledged -not
to allow his came to go bofor th
legislature If he Is defeated In June. .
Hf made this announcement In his
ppenlng speech at Corvallla, and latar,
he lncorporstod th pledge In his plat- ''
form which h printed and scattered
broadcast over the state, Unles h ;

the legislature In the old time manner
and some dark horse, carefully groomed '
for the occasion, trotted out for th .
lob. It Is believed that tha senator
nas rinany grasped the situation and
sees that he la to be put on tha ma-
chin altar in June for the purpose -of
discrediting the primary law and '
securing the reversion to the old time
methods of electing United States sen-" '
atora In Oregon. Thla accounts for '
the evasion expressed by him when, ha "VI
refused yesterday In Washington to re affirm
th pledge made In his CorvaUl '
speech. ,
Should Chamberlain be given the pop. " .
ular vote In June, as Is planned by the
machine, and Fulton be forced to stand "" '
on his Corvaills pledge, then ther ' '
would be no Republican choice who
could be conaldered by th legislature, '
no matter whether Fulton or Cake re
ceived the primary nomination. Mr. ;
Cake by the term of his fitstement
No. 1 pledge, has agreed to abide by
the peonle's choice aa exnressed in -
June. He could not go before th
legislature, therefore, unless he was
the people's choice. If Pulton staved 1
by his pledge aa outlined In his plat- ,
form, he could not go before th legis
lature. Therefore the anti-Statement
No. 1 members of the legislature would
be unbound by any pledge and free tc
resume operation under th old style " -system.
,., .
It is plain therefore that so far as -the
Intent of the Hodson-Beach-Balley
slate Is concerned. It Is six one way
and half a dosen the other whether

President Roosevelt Will

SAYS

SIMPSON
RETALIATING
Building Inspector Is Not
Greatly Fretted About
Charges Brought.
(United Press Tx-iaed Wire.)
Washington, D. C, March 14 The
navy department has decided to recom
mend to tho president the selection of
Captain Richard Wninwright to succeed
Admiral Evans as commander of the
United States Atlantic fleet, now at
Magdalena bay, as exclusively predicted
by the United Press several days ago.
Tho selection will carry with it the
command of the fleet on its cruise
around the world.
It is quite probable President Roose
velt will approve the selection of Waln
wVIght, of whVim he personally Is very
fond, but the names of Captain Sberrv
ana ecnroeaer are aiso menuonea In
connection with the appointment. It
is unuersiuuu mm me cuunge or com
manders will not take place until Just
before the fleet sails from San Fran
cisco for the remainder of Its cruise
around the world. In the meantime it
is quite probable that congress will pass
an act making Evans a vice admiral.
Captain Walnwright. who likely will
succeed Evans, will be remembered as
one of the conspicuous heroes of tho
naval engagement off Santiago harbor.
when he plucklly sent the little con.
verted yacht Gloucester Into the thick
of the fighting and exchanged shots
with the bis; armor clads of the Soanlah
! fleet.
City Building Inspector W. Irving
Spencer is not greatly alarmed at the
charges brought against him by F. R,
Simpson for neglecting his duty in al
lowing terra cotta flues and chimneys
in frame buildings without permits.
Mr. Spencer stated today that he had
caused the arrest of Simpson several
weeks ago for violating- the ordinance.
and that Simpson Is simply retaliating.
In speaking of the matter today, Mr.
Spencer said:
or course there are many cases or
violations of this kind In old buildings.
No one knows that better than I do, but
If this office Investigated and prose
cuted all of tho cases we would have
no time lert for any or the otner work
In this office for the next two months
to come.
"Mr. Simpson was arrested and al
lowed to go free by the municipal
court upon the promise that he would
put 15 In the contribution plate of the
church he attends. This is rather dis
couraging, but if a fight is to be made
upon this point I will direct the atten
tion of the entire office upon It and
prosecute everv offender In the city.
I have lssu.-d orders tods y to serve
notice on the persons whom Simpson
has named in his charges, and if they .,
fall to -omplv with them they will b
prosecuted. But the prosecution will .
not stop with the people, Simpson has
singled out In his efforts to 'get even' v
with this office. His was a case of
gross neglect, and when requested to '
comply with the ordinance not only re
fused to do so, but on a second request .
threatened to thrash the inspector who
called on him. If such men ara allowed
to break the law and be released ther
Is little chance for the enforcement of
the law."
Mr, Spencer Is Incensed to think that .
his office should be criticised for Its
work, although he considers th attack -of
a frivolous nature. He obtained a
flvo weeks' leave of absence from th
city' executive board yesterday. He
contemplates a trip to New York and
other eastern cltlea upon personal busl-
nasa. although h told the members of
the board that he would look Into th
methods of building inspection, ot th .
cities he visits.
Among the delegates to th Demo
cratlc national convention from Okla
homa will be T. M. Bufflngton of Vln
