Pledged for Amendment,
Mr. Cake aald that Statement No. 1,
In the absence of a constitutional
amendment, accomplished the same re
sult, the representatives pledging them
selves to abide by the will of the people
and elect whomever they may select and
determine upon. He pledged himself,
If elected to th United States senate,
to work unceasingly for an amendment
to the constitution of the United States

Partle Btlll JTecessary.
He believes that partlca must be pre-
eerved and that party fealty la neces
sary for the promoting of good gov
ernment, purity In office and harmony
In public office, but the primary law
should be maintained becaune the nomi
nation of candidates for office by th
people tends to do away with machine
politics and promotes the efficiency of

Irectly responsible to the people for
their oonduct.
He showed that whereas under the old
method of electing United States sena
tors the state was sublected to the dis
grace of legislative deadlocks, fraud and
corruption of the members of the leg
islature, under the regime of Statement
No. 1 all the evil effects of the former
method would be avoided and the time
of the legislators would be spent In the
making of needed laws.
Mr. Cake further believes In State
ment No. 1 because he is in favor of the
election of United 8tates senators by
direct vote of the people, and until th
constitution of the United States is bo
amended to bring about that method.
Statement No. 1 Indirectly brings about
the same result. Believing that th will
of the people should be supreme, Mr.
Cake believes that the candidate who
receives the largest number of Votes
should be elected United State ena
tor by the legislature regardless Of hi
party am nations.

the people present wer largely In favor
of this measure, in his review or nia
tory previous to Statement No. 1 he
laid emphasis on th deadlock that
resulted not only In Oregon but tn
other states as well. He referred to
the hold-up legislature In this state In
1897 and styled Jt "th most disgrace
ful state assembly In tha history of tha
United States." He said if tnia meas
ure were followed United States sena
tors would be elected in 60 minutes.
Instead of 60 days, or perhaps not -at
all. He called attention to th fact
that 82 of the states had already asked
for an amendment to the constitution of
the United States which would permit
the election of United States senators
by direct vote of th people, th same as
representatives tn congress, but al
though passed by th house flv dif
ferent times It had alway been de
feated in the Senate, and meanwhile
Statement No. 1 simply stood as a sub
stitute for this amendment.
Whir Responsibility Tle.
He said members of th legislature
should bind themselves to obey th will
of the people and eleot the man of
their choice, no matter what their own
political Ideas might be. H answered
the question that some people think It
would be terrible for a Republican lea
Islator to be compelled to vote for a
Democratic senator, by saying that the
provisions of Statement No. 1 mak this
simply a perfunctory act on his part
and take all the responsibility from his
