the semi-annual period about March
16. Five per cent Interest on approxi
mately $880,000 of the bonds of these
companies will yield $22,000 to the bank
and Its bond subscribers.
This bank alao has large holdings of
other Interest-paying bonda. Including
$52,000 of the Iewlston Land A Water
company, $75,000 or tne uniteo nan
ways company, and $100,000 of the Pa
cific & Eastern railway. The bank also

gon and extends over practically all of
th states of the northwest Mr. Riches
bas been in Spokane and other Wash

particularly numerous and where they

Th bualneaa of the locatora Is to se
cure customers and nave them make
offer to the railroad company of $400
for 160 acres of land grant holdings.
Th offer, of course,. la reruaed. Record
of the proposition Is mnde with the
clerk of the county In which the land
la located. The claim of the locators Is
that If the railroad la forced to carry
out the terms of the land grant those
who ar now making tneir filings will
be given the preference owing to the
offer for the land and that eventually
they will come In possession of the
property.

three were not. The councllmen favor
ing the ordinance were Vaughn, Dns-
coll and Wallace, while Kelluher. Col-
tel and Concannon opposed the measure.

made a sensational charge that the
city has expended about $30,000 waste
fully for conduits and cables for tho
fire department and promised to make
further disclosures in the future. He
refused to say anything further on the
matter yesterday, but Intimated that
he would' do so at the next council,
meeting.
Although the action of the commit
tee stayed matters In the application
of the fire alarm box company for a
franchise yesterday, it 1b considered
now that the ordinance will pass the
council. Councilman Kellaher has led
the fight against the measure since it
was Introduced, claiming that the fran
chise Is the moat valuable one the city
has had to deal with for years. He
bases his objection to the franchise
on the ground that the company will
attach its wires to the city lire alarm
service, and further, that the com
pany Is seeking to gain the franchise
at this time so that it will be able to
secure the benefits of the conduits
and cables which the city contemplates
laying.
Another objection raised to the fran
chise is that the automatic feature is a
nuisance rather than a benefit to tns
city. Councilman Kellaher read a list
of alarms received through the auto
matic service, at yesterday's meeting
and about 90 per cent or them were
false alarms. Kellaher was backed in
his objection to the oomDanv on this
point by Chief Campbell and Chief Elec
trician Bavarian.
Richard W. Montague, attorney for
the com Dan v. answered Councilman Kel
laher by stating that despite the large
number of false alarms reported In by
the automatic system the saving to
the property owners In the actual fires
reported more than balanced the need
less runs made by the department. He
said that the city department makes
many runs to false alarms turned In by
Irresponsible persons.

New York, Feb. 29. Abe Hummel,
who has been sojourning on Blackwell's
Island for nearly a year as a result
of the part he played In the sensa
tion Dodge-Morse divorce, case, la
about to emerge from hla retreat a,
free man. He haa been an exemplary
prisoner during his stay on the Island
and this has shortened his year's
sentence to 10 months. His term will
therefore come to an end two weeks
hence.
Various stories are current as to
Hummel'a plana for the future. His
family and friends have advised him
to go abroad and remain until the
events of the recent past have been
forgotten In a measure, by the public.
But Hummel Is a man who has lived
on publicity ever since he landed In
New York from his nstlve Boston years
ago. Publicity Is as breatn to his
nostrils, and it Is not likely that he
will be content to remain very long
out of the limelight.
He will not be able to resume his
firactice as a lawyer on account of hav
ng been disbarred. Furthermore the
revelations in his own case and also
In the Thaw case in which he was In
directly Involved would make It Impos
sible for him to regain hla former
standing in the profession, even if the
disbarment were removed. Consequent
ly the shrewd little lawyer will be forced
to find a new field In which to exer
cise his undeniable talents. It Is said
that he Intends to become a real es
tate broker and an operator. He is still
possessed of considerable fortune of
his own. And many of his friend and
clients of former year will doubtless
find It to their Interest to lend him
a helping hand if he needs It.
Notwithstanding the report circulated
some months sgo that he was In a dying
condition Hummel will leave prison In
better health than he has been for
years. The fresh air of his Island ro
treat, the wholesome food and. above
all. the removal from the pleasures
and dissipations of the Great White
Way, have don wonders for the little
lawyer In restoring him to health. It
Is true that he has been lodged In
the hosDltal and has enioved all the
prlvlllges snd immunities of a hospital
patient. But he was never in better
health in hi life than he Is today.
Although pictures have aoDeared In
the sensational press showing Hummel
in the stripes of a Blackwell's Island
prisoner, no one on the Island has seen
him In that garb. Under some kind of
arrangement with somebody the little
lawyer has been allowed to keep on
the garb of Broadway.
