ing the application of a private com
pany for the power to construct a dam
across the Snake river for irrigation I
purpoaea. The statement, in its essen
tial detail, is appended:
"To the members of the United States
senate and to the commercial bodies and
individuals interested in the develop
ment of the inland empire; A bill,
which waa Introduced bv Wealev L.
Jones of Washington, granting authority

duct a dam across Snake river at Five
Mile rapids, has passed the lower house
of congress and Is now pending in the
senate.
"An opposition has developed against
this enterprise for the reason that its
possibilities and benefits are not under
stood and a fear that vested rights of
the public may be granted to a private
company to the detriment of the gen
eral good.
"We believe that all nubllo rights are
amply protected by an 'act to regulate
tne construction or dam a across nav

"The plane, construction and operation
of the canal and locks made necessary

He came to the united States in 1868,

made his home in Astoria and at Olney.
He was a brother of City Treasurer
Dealey, and leaves a widow, one son and
two daughters. The funeral was held
from the family residence-yesterday at
