Councilman Vaughn, who haa ap
peared as an earnest advocate In behalf
of the city's Interests in every case
brought before the committee, forgot
his policy of consistency long enough
to make a motion asking that the
charges against Frits be dismissed.
Captain Bruin, Captain Blover and
Patrolman Van Ovarn, who apent many
hours In gathering testimony to show
the committee that Frits would go as
far as he could to violate the law with
out being caught and haled before the
council, sat back in amassment while
Councilman Wallace reiterated for about
the twentieth time that he did not be
lieve the committee had a right to sit in
