R. H. Miller, resident of an east Port
land suburb, In a letter to The Journal
criticises Cowlita ccunty coal that Is
being sold In this city at 17 per ton.
He declares he purchased and paid for a
ton of the Cowlita county coal that
when he went to the local dealers for
redress thev refused to refund th pur
chase price and take the coal away.
Floyd A. Swan, from whom the coal
waa purchased, when seen by a Journal
reporter regarding the complaint said
that occasionally soma coal waa pur
chased by a person who did not under
stand its use, and that his firm was
backing every pound of the coal sold
with a guarantee of $100 If it would not
burn. He said:
"When Mr. Miller came to thla office
and demanded his money back I offered
to go with him to his house and show
him that the coal would burn satisfac
torily, but be refused, and was unrea
sonable. This coal Is a pure lignite. In
th first stages of anthracite, and while
It is not as easy to start as flash coal,
it can be started easily enough, and
when burning makes plenty of heat
gives off almost no smoke and leaves
but little ash.
"The fuel trust has had this city in i
its grip a long time, and undertakes to

that tries to come in at lower prices
than the trust coal and wood. We have
aucceeded In getting sufficient business
to consume a carload of the Coast
Rana-e Coal company's product daily.

commencing operations, investigations
are being made by City Attorney Kava-

That such radical action will be taken
Is not considered likely, however., and
If tho company' installs the system
within a few weeks it Is believed the
city will overlook tha infraction.
According to the franchise, the com
pany was to Install the system for th
benent or the city and naverit com
pleted and in operation 90 days after
the company commenced serving its
regular patrons. Inasmuch as the com
pany has been in operation more1 than
six months and Inasmuch aa the present
police reporting system is in woeiui con
dition tna city autnorities are getting
anxious to have tha Home company in
stall its system.
