Odd Fellows' Home, Just Completed, .Near Woodstock.
Tho Odd Fellows home. Just being
completed at Woodstock on the large
tract in that suburb, the property of
the Oregon Odd Fellows,, was dedicated
this morning. The services were con:
tinued this afternoon . with a banquet
and other entertainment. The dedica
tion ceremony proper began soon after
11 o'clock.
Btate Master Richard cott, of Mil
waukie, directed the dedication this
morning. There ' were addresses by
Judge M. C. George, Dr. W. T. William
son, W, I. Vawter and other prominent
Odd Fellows from dl f f erent pa rts of
the state. The Rebekah assembly was
represented by Preaident Emma Gallo
way and Ida Foster, past ' president.
There was vocal, muslo by Miss Scott
and Mr. and Mrs. Staples.
The Odd Fellows' building waa begun
last aprlng n(i completed at cost of
128,000. The Odd Fellows nave acquired
a tract of land and will continue to
improve it with' buildings for orphans,
aged members of the order who have
no means of support and ultimately a
hospital will be built. -.

at the Willamette locks and canal, for

struction of a steamboat, canal at the

They now contend 'that this title is
no broad enough to authorise Insertion
In the body of the act itself ot a taxing
prevision of 10 per eent of their re
ceipts, and show that the court has
- held many acta unconstitutional for that

Section 20, article IV: of the Oregon
constitution reads:,-7 "Every act shall
embrace but -one; subject and matter
' properly connected therewith," etc.
The attorney-general . holds that the

franchise, and. the payment of 10 per

other than the rightful owner. The
man who pays the order, whether a
clerk in tbe money order department,
a merchant or a private citizen,' is held
for the amount of the postakorder. The
person to whom the money is sent can
not lose under any circumstances.
- More - than a year-'-ao a travelinc
missionary who was In Portland failed
to get a money order that waa sent
him from the east. It had either been
lost or .stolen. Eventually It was pre
sented at . Portland saloon and the
proprietor cashed the little allp of pa
per. He had seen the-man to whom
he. had paid the money about the plane
several times. Further than this he
knew absolutely nothing about him nor
does he remember ills description. The
name of the minister was forged and
the unknown man received the money
and disappeared.
All this time postal inspectors have
been working on the case. They have
been Unable to locate the man who re
ceived the money. And as a conse
quence the saloon keeper is held re
sponsible for the money. He will pay
It over to the department and then In
turn the missionary will receive tho
money due him which has been so long
In transit
This law of holding the individual
who cashes a postal order responsible
Is for tha protection of the customers
of the money order department as well
as the department ltseir. And lncl
dentally the ruling has a tendency
toward making everyone more careful
in cashing these government checks.

lished that It is now practically lm

new main line track relocated, but do

although at the beginning of the year a
